"ЗАРУБЕЖНЕФТЬ" ОТКАЗАЛОСЬ ОТ РАЗРАБОТКИ НЕФТЯНОГО БЛОКА "АТЫРАУ"
ОАО "Зарубежнефть" отказалось от разработки нефтяного блока "Атырау".
Об этом KZ-today сообщило руководство ОАО "Зарубежнефть" в ответе на
официальный запрос информационного агентства.
Как отмечается в документе, после изучения геолого-геофизических
материалов и условий конкурса на получение права недропользования по
блокам в Атырауской области было определено, что данный проект не
является приоритетным, что и послужило отказом от разработки.
Переговоры с правительством Казахстана о разработке нефтяного блока
"Атырау" в 2004 году вело российско-казахстанское предприятие ТОО "СП
Нестро-Нуралы", учредителями которой являются ОАО "Зарубежнефть" (55%)
и ТОО "Нуралы Мунай" (45%).
В настоящее время, по информации ТОО "Нуралы Мунай", в рамках СП
прорабатываются предложения по реализации проектов на сухопутных и
морских блоках Казахстана.
Как сообщалось ранее, СП создано в 2003 году с целью освоения нефтяных
и газовых месторождений, предоставления сервисных услуг в нефтегазовой
отрасли, проведения геолого-разведочных работ на перспективных
участках Казахстана.

Lukoil, KazMunaiGaz set up Khvalynskoye joint venture
MOSCOW. March 14 (Interfax) - Lukoil President Vagit Alekperov and
KazMunaiGaz First Vice President Timur Kulibayev have signed founding
documents for the joint venture OOO Caspian Oil and Gas Company, which
is being set up to develop the Khvalynskoye field in the Caspian and
also to transport and sell hydrocarbon crude and products.
Alekperov said after the signing ceremony that the company has been
set up with equal participation by the sides. As a result, "the formal
part has been completed and the practical part of the project has
started," he said.
Alekperov said that the project "is very complicated and capital
intensive - total investment will amount to over $1 billion and the
tentative deadline for the launch of the field is 2010."
"A feasibility study for the project confirms the economic
effectiveness of the beds and the expedience of implementing the
project," he said.
Alekperov said that all strict ecological requirements would be met
during the project. He said that he hopes that a production sharing
agreement for this project will be signed within a year.
Kazakh Energy and Mineral Resource Minister Vladimir Shkolnik also
took part in the signing ceremony.
The Khvalynskoye field was discovered in 2002 in the northern part of
the Caspian Sea - 260 km from Astrakhan, where the sea is 25 meters-30
meters deep. Three-dimensional seismic work and two exploration wells
resulted in the discovery of five deposits - four gas condensate and
one oil. In 2002 the Natural Resource Ministry confirmed C1+C2
reserves at the field at 332 bcm of natural gas, 17 million tonnes of
condensate and 36 million tonnes of oil.
The joint venture is being set up with equal participation based on a
protocol from May 13, 2002 to an agreement between Russia and
Kazakhstan on the demarcation of the northern part of the Caspian Sea
from July 6, 1998, which calls for the development of the Khvalynskoye
field by a company set up by authorized bodies on either side.
Lukoil was appointed as the authorized organization on the Russia side
in a government resolution from July 25, 2002.
An intergovernmental protocol from May 13, 2002 deals with the
possibility of developing this field under a production sharing
agreement. Lukoil said in a press release that based on this, Lukoil
and KazMunaiGaz agreed on a PSA as the priority mechanism for the
development of the field, in an agreement on the principles for the
joint development of the Khvalynskoye field, signed on April 18, 2003.
