Beluga Sturgeon Are Listed as Threatened Under the U.S. Endangered
Species
Act

The U.S. Fish and Wildlife Service today announced it is listing
beluga sturgeon as threatened under the U.S. Endangered Species Act. The
listing takes effect six months from its April 21, 2004 Federal Register
publication. Female beluga sturgeon are considered the world's most
valuable commercially harvested fish because they supply beluga
caviar, one of the most highly-prized delicacies in the world.


"Unregulated overfishing, loss of spawning habitat, and poaching to
supply the black market beluga caviar trade have all contributed to a notable
decrease in the wild beluga sturgeon population," said Service
Director Steve Williams. "Listing beluga sturgeon as threatened under the U.S.
Endangered Species Act brings this country's conservation requirements
in line with existing international measures for the species under the
Convention on International Trade in Endangered Species (CITES)."


A listing as threatened provides a species with specific protections
under
the ESA and also allows the Service to issue regulations needed to
provide
for a species' conservation. The agency will soon consider the
development
of a proposed special rule for beluga sturgeon to address measures it
deems necessary to ensure the conservation of the species consistent with
the provisions of CITES. The effective date of today's listing action
gives the Service time to propose such a special rule, consider all information
received during the public comment period, and publish its final
determination on the proposed rule.


Beluga sturgeon are long-lived and slow to mature. On average, male
fish mature between 10 and 16 years of age and spawn once every 4 to 7
years.
Females mature between 14 and 20 years of age and reproduce only once
every 4 to 8 years.


Historically, beluga sturgeon inhabited a wide range throughout
eastern Europe and central Asia. Now remaining wild beluga sturgeon
populations are found only in the Black and Caspian Sea Basins. In 1998, beluga and
all other previously unlisted sturgeons and paddlefish were included in
CITES Appendix II. An Appendix II listing allows sustainable and controlled
international trade for commercial and noncommercial purposes through
a system of permits. All sturgeon and paddlefish and their byproducts
must be accompanied by valid CITES documentation to be legally imported into
or exported from the United States.

The U.S. Fish and Wildlife Service is the principal Federal agency
responsible for conserving, protecting and enhancing fish, wildlife
and plants and their habitats for the continuing benefit of the American
people. The Service manages the 95-million-acre National Wildlife
Refuge System, which encompasses 544 national wildlife refuges, thousands of

В территориальных водах Казахстана задержано 3 азербайджанских судна
На Каспии, в 30 километрах от порта Баутино, казахстанские
пограничники задержали три азербайджанских судна, при досмотре которых
была обнаружена рыба осетровых пород.
Как передает агентство Казинформ со ссылкой на начальника штаба
регионального управления погранвойск "Батыс" Назыма Муздыбаева, в
территориальных водах Казахстана задержано судно "Капир" с восемью
гражданами Азербайджана на борту. При досмотре в трюме корабля
обнаружено шесть тонн рыбы осетровых пород. Позже было задержано еще
два азербайджанских судна, которые вели лов осетровых в
территориальных водах Казахстана.
Пока азербайджанские суда находятся в казахстанском порту Баутино.
Позже они будут отконвоированы в порт Актау.
