(19.04.2004) Полный Текст ГЕОПОЛИТИЧЕСКИЕ ПРОБЛЕМЫ (на англ. яз) ГЕОПОЛИТИЧЕСКИЕ ПРОБЛЕМЫ *** Russian Foreign Minister Urges Further Division of Caspian Sea Bed BBC Monitoring International Reports, April 6, 2004 Moscow -- "Substantial progress has been achieved" in drawing up a convention to determine the legal status of the Caspian Sea, Russian Foreign Minister Sergey Lavrov said today at a conference of representatives of the Caspian littoral states in Moscow. "The Caspian is turning into one of the leading world centres for the extraction and export of hydrocarbons," Lavrov said. "The littoral states are developing cooperation in this field both among themselves and with other regional partners." He said that "demarcating sea bed sectors is of significance for the successful continuation of work on establishing the legal status of the Caspian". "Corresponding agreements have already been reached by Russia, Kazakhstan and Azerbaijan," he added. He stressed that "a common success of the Caspian littoral states is the signing of a framework convention on protection of the marine environment of the Caspian". "This document is very important," he added. At the same time, he noted factors which still need to be worked on. "Unfortunately, work on an agreement on fishing is still not complete," he said. "It is essential to make optimal use of the transport potential of the Caspian Sea." The Caspian littoral states have to agree on developing cooperation in the fight against terrorism, Lavrov said. "The peaceful use of the Caspian is the main aim which unites the Caspian countries, but we will have to fight for it," he added. He explained that "the Caspian region is in direct proximity to hotbeds of international terrorism". "It is important for our countries to agree on developing cooperation in the fight against terrorism and other new challenges in this region." "We cherish our good-neighbourly relations with each of the Caspian littoral states," he said. "We regard relations with them as a priority and we intend to develop them further." He believes that today's meeting of the foreign ministers of Russia, Kazakhstan, Iran, Azerbaijan and Turkmenistan "reflects an understanding of geopolitical commonality and the need for collective work across a broad range of regional problems". The foreign ministers of the five Caspian littoral states are discussing a settlement of the problems of the Caspian Sea. They also intend to exchange views on a broad range of global and international issues. (back to top) |
