BP SEES BTC PIPELINE FINANCE DELAYED UNTIL Q3 (AFX, Dec 13) BP PLC said finding finance for the 2.95 bln USD Baku-Tbilisi-Ceyhan (BTC) oil pipeline will be delayed by six months to the third quarter of 2003, because of the complexity of talks with international lenders. The BTC consortium -- comprising BP, Azerbaijan state oil company SOCAR, Unocal, Statoil AS, TPAO, ENI Agip, TotalFinaElf, Itochu, Inpex, Delta Hess and ConocoPhillips -- is trying to persuade lenders to provide up to 70 pct of the cost of the pipeline. "It will take a bit longer than we had expected," said David Woodward, head of BP operations in Azerbaijan. "We were hoping... to complete the financing by the first quarter of next year but now that seems very unlikely and and it looks like we will finish it in the third quarter of next year." He added: "We do not think there is going to be a fundamental problem in financing the project." Explaining the delay, Woodward said the sheer number of potential lenders is making negotiations hard work. "To understand and satisfy the differing requirements of these organisations is a significant challenge," he said. Woodward said the BTC consortium is in talks with the International Finance Corporation, the European Bank for Reconstruction and Development (EBRD), a dozen export credit agencies and several private lenders. The Georgian government's late approval of the pipeline's route, because of concerns about its environmental impact, has also held up negotiations on financing the project, said Woodward. The 30 pct of the project's cost not put up by lending institutions is to be paid by shareholders. The BTC pipeline will export oil from Azerbaijan's Caspian Sea coast, via Georgia, to a new marine terminal at Ceyhan on Turkey's Mediterranean coast. |
