The Programme supports partnership projects between: a) Non-governmental organisations in the health or social sector, consumers associations, community based organisations, environmental protection groups, etc. b) Not-for-profit professional organisations such as associations of SMEs or entrepreneurs, Chambers of Commerce, trade associations, trade unions c) Local and regional authorities such as cities, municipalities, provinces or regions located in the EU or a country benefitting from the Phare Programme and their counterparts in Russia. For projects from 100,000 up to 200,000 EUR The total budget for Russia is 5.4 Million EUR The Call for Proposals is published in the Official Journal of the European Union and on the general tender website of the EuropeAid Cooperation Office: http://europa.eu.int/comm/europeaid/cgi/frame12.pl (click on the left from top to bottom: Tacis - Open - Grants - all - all - submit) General information on IBPP can also be found on the following website: http://europa.eu.int/comm/europeaid/projects/ibpp/index_en.htm At this address you have the possibility to register in the partner search facility.
