(CNA). World Sea-2002 large-scale tactical naval exercises have been launched near the Mangyshalyk peninsula at a base of the Kazakh Western Military District. The press secretary of the Kazakh Defence Ministry Sapargali Dzhagiparov says that the exercises involve 3,000 servicemen of Kazakh Armed Forces, RIA Novosti reports. They are rapid deployment paratroopers, air defence and combat engineers. For the first time such an event will involve units providing territorial defence of important facilities, while missile and artillery units will carry out first range practice at targets at sea. The 400 pieces of military and special equipment include modern artillery systems, fighters, helicopters and transport aircraft, as well as armoured vehicles. According to the press secretary, the objective of the exercises is to ensure the security of the republic's Caspian region, which also includes anti-terrorist operations. One stage of the event includes joint Russo-Kazakh manoeuvres: the Kazakh Air Force will render air support to Russian troops assigned to the Caspian Flotilla beaching in a sector located in the northern part of the sea. The second phase of the 15-day joint cruise of the Caspian Flotilla starts in the Caspian Sea on Thursday. The theoretical part of the naval exercises - the naval headquarters game with the use of maps and computers - was conducted on August 1 to 7 in the headquarters of the Caspian Flotilla in the city of Astrakhan, where the main cruise control center is located. The active phase of the joint cruise will last from August 8 to August 15, RIA Novosti reports. Taking part in it, apart from army units, will be practically all power agencies in the region, and also units of the Federal Border Service, the railway and interior troops, the Federal Security Service, the Emergency Situations Ministry, and some departments of the federal Transport Ministry. The Astrakhan Expedition Team of special-purpose diving operations, whose job is to help in accidents at offshore oil production sites, will also take part in the exercises. This team is unique in that it performs missions on the sea and on the ground in the interests of all Caspian states. The exercises will be joined by combat units of Azerbaijan and Kazakhstan. In some episodes four Su-27 planes of the Kazakhstan Air Force and a few Azeri warships and launches will take part. But it will be the Russian Navy that will demonstrate the greatest might. Over 10,000 people, 60 ships of various classes and over 30 aircraft will take part on the Russian side. The chief purpose of the exercises is to check the preparedness of Russian seamen for performing their missions in conditions of a threat posed by international terrorism, their readiness for interaction with the other Caspian states in blocking illegal arms and drug trafficking, in countering poaching and piracy and providing security for navigation and production activities on the Caspian Sea. Russian Defense Minister Sergey Ivanov is expected to arrive in Astrakhan today to observe large-scale maneuvers in the Caspian Sea, the RTR television reported. The Minister is to leave Astrakhan for Makhachkala (Daghestan), where he will join President of Tatarstan Mintimer Shaimiyev. They will ship out on the Tatarstan guard ship, the flagship of the Caspian Fleet. Today, the main part of the broad exercise cruise of the Caspian Fleet will take place in the Caspian Sea, held by the order of Commander-in-Chief of Russia, President Vladimir Putin. In these maneuvers, the armed forces, the troops of the Federal Frontier Service, the Emergencies Ministry, the railroad troops, along with the interior troops of the Russian Interior Ministry, the Federal Security Service and the Transport Ministry will participate. The Russian Defense Minister Sergei Ivanov suggeted while attending maneuvres on the Caspian Sea to establish joint defense force in the Caspian Sea for combatting terrorism. The minister did not exclude that other Caspian littoral states could join the forces along Russia and Kazakhstan. Ivanov was in Kaspiisk, Dagestan, to observe large-scale naval maneuvers in the Caspian waters. Kazakhstan and Azerbaijan are also participating in the maneuvers, which are to last through Thursday. The Islamic Republic of Iran will hold war games in the Caspian Sea next year, the Russian Interfax news agency quoted Iranian Rear Admiral Mohammad Dehqani as saying on Monday. Dehqani, who has taken part as an Iranian observer in the Russian military maneuvers in the Caspian Sea, said that in order to ensure stability in the region, Iran will also hold similar war games in the Caspian next year. He said that the Russian maneuvers in the Caspian Sea are not meant to be a show of force but are an effort at consolidating friendship between Caspian Sea littoral states. Moscow's maneuvers have nothing to do with the sea's legal regime, the rear admiral said, adding that holding such military exercises is useful for evaluating the military power of littoral states and their campaign against the mock enemy. Meanwhile, Russian Defense Minister Sergei Ivanov said last Friday that the Caspian Sea littoral states could establish a joint defense group to fight terrorism and drug trafficking.
