(08.07.2002) Полный Текст Сообщения НПО региона на англ. языке Сообщения НПО региона на англ. языке *** THE 4TH INTERNATIONAL BLACK SEA PARTNERS (IBSP) ISTANBUL MEETING, JUNE 10-11, 2002 The 4th International Black Sea Partners meeting took place in Istanbul on June10-11. IBSP, Istanbul municipality members and Istanbul citizens participated in the action on Bosporus. On June 9, the Turkish Strait was closed by hundreds of boats as a symbolic protest against transportation of hazardous cargo from the Black Sea Basin through the Turkish Straits. The IBSP formed Assembly and worked out the following DECLARATION: It is inevitable that all the countries in the Black Sea region will be affected industrially, commercially and socially by environment problems and accidents that may occur by transporting of hazardous goods. We, representatives of NGOs and civil societies from Azerbaijan, Bulgaria, Georgia, Moldova, Romania, Russia, Turkey and Ukraine have decided to form International Black Sea Partners (IBSP) for supporting the rehabilitation, restoration and protection of the Black Sea. We aim to unite all sectors of the society including governmental, academic, business, mass media and other stakeholders of the region in order to address and tackle these problems and avoid the danger of the environmental disasters. Our objectives are as following: - Exert pressure on governments of signatory countries of the 1992 Bucharest Convention Against pollution of the Black Sea, to include all the Black Sea Basin countries so that pollution by rivers should be stopped. - Restore the common Black Sea monitoring and enforce the implementation of the transboundary EIA. - Support measure for improving the eco-systems of the Black Sea Basin as foreseen by international agreements and declarations. - Address the governments to undertake necessary measures to reduce gradually the transportation of hazardous cargo in the Black Sea Basin and through the Turkish Strait whiles develop relevant alternatives ways to ensure a safe transportation. - Support active exchange of information and experience among all parties of the IBSP. - Develop forums for international cooperation among all sectors within the region. - Strengthen public awareness on main environmental problems in the region. We consider the following forms of activities as the bases for common work for the nearest future: - Meetings, seminars, workshops, conferences and educational training courses. - Regional projects. - Common actions and campaigns, exchange of experience. - Publications and media campaigns. Considering the seriousness and complexity of the environmental problems of all countries of the Black Sea region, we commit ourselves the strengthen and deepen our collaboration in order to provide an example for other sectors. Therefore we call interested parties from all sectors of the society, governmental, business, mass media, professional, unions to join us in our effort and purpose for he benefit of the present and future generations. 45 Electronic Bulletin:Caucasus Environmental News {01} *** BP plans to destroy ecology of Azerbaijan. The archaeological heritage and ecological safety of Azerbaijan are in a mesh of an Anglo-Saxon octopus. It was already written about infringement of international law norms by BP company on construction of an oil pipeline of Baku-Ceyhan and a gas line of Baku-Erzrum through the territory of Gobustan State Reserve, which will result in destruction of a valuable cultural and historical heritage of Azerbaijan people. All last week oil company British Petroleum well-known for its "special attitude" to ecology and archaeological values of Azerbaijan carried out the next show meetings with the public, the scientific society and non-governmental organizations on the prospective project of development of Shahdaniz gas deposit and the associated environmental and social impact assessment. Stormy discussions were unwrapped on many environmental problems which are extremely worrying the public and scientists of Azerbaijan. BP Company tries to distract attention of the public of the republic from really burning and serious environmental problems connected with the proposed development of its oil and gas fields and provides the public with very primitive information on the ecological and social problems of the project. As a matter of fact, instead of providing appropriate presentation on new Shahdaniz project the officials of the BP company are engaged in teaching and educating scientists and NGOs with elementary questions of the general ecology and propagating BP slogans which were never observed by them - company workers. For example, hiding or ignoring serious environmental problems related to the Shahdaniz and other offshore projects the responsible officials of company BP only speak about the most stupid project - Cultivation of Turtles (on which company BP has allocated 100 thousand American dollars to the company RSK, as press reported). The given program on Cultivation of Turtles causes laugh of all outstanding scientists-zoologists of Azerbaijan. As professor Mustafaev explained , the Mediterranean Turtle is not a valuable species in Azerbaijan, it can be met everywhere, it very well adapts to new habitat conditions, and does not require any special care and moreover any additional cultivation. According to him, this species was really included in the Red Book of the USSR in Soviet time, but it is already time to remove turtle from there and scientists are working on this question. However, BP company ignores the opinion of outstanding Azerbaijan professor-zoologist Mustafaev just because some foreign employee, being in Azerbaijan through transit from Angola has made the conclusion having epochal significance for the Turtle: "the Turtle is a main and basic species of animals of Azerbaijan and company BP should focus all efforts for protection and cultivation of the given kind of the Turtle". Company BP does not listen to appeals of such outstanding Azerbaijani scientists like Heybatov, Mustafayev who speak about catastrophic death rate of the Caspian and Azerbaijan seals, about valuable sturgeon fishes leaving the Azerbaijan waters of Caspian sea, huge death rate of kilka - in spite of the fact that everyone knows that all these ecotragedy happens because of intensive activity of the petroleum companies in the Azerbaijan sector of the Caspian sea and in particular, most active in the Caspian Sea company BP. All this happens due to the dump of many thousand tons of drilling chemicals, poisonous and radioactive cuttings, oily and stratum waters and huge amount of other dangerous waste products into marine enbironment.. At the same time the Ecology manager of BP company Rebeka Midolton (spouse of anothet BP Manager Fil Midoltlon, well known for his "Gobustan" activity on BP pipeline projects) publicly refuses to explain the true reasons of why the company BP declines to utilize petroleum stratal water on the coast - by re-injection it into wells on Lokbatan deposit (as it has been demanding by all scientists and the Ministry of Ecology of Azerbaijan). Instead of that, Rebeka Midolton offers to use stratal water which contains huge amount of poisonous and radioactive substances, heavy metals, salts - for irrigation purposes, i.e. for watering a crop and cultivation of various agricultural crops on radioactive water. Mrs. Rebeka Midolten is going to test technologies of the most backward countries of the world in Azerbaijan - to use radioactive and poisonous stratal water for cultivation of oranges. And as it was declared at the meeting, now company BP is going to investigate - what is better to grow with help of stratal radioactive salty waters in Azerbaijan - oranges, or tomatoes and cucumbers. Most likely that some officials from BP have decided to change the profile of the company and start to earn money through growing oranges, tomatos and other vegetables on stratal water. Rather tough discussion at the meeting caused a question of using the Karadagh Cement Plant for liquidation of radioactive drilling cuttings of BP. As it became known from the report of the main BP manager on ecology Mr. Roni Galaher, BP has prepared the new strategy for elimination of waste products at Karadagh Cement Plant. Thus, opinions of outstanding scientists of Azerbaijan and the Ministry of Ecology of Azerbaijan are completely ignored. As the President of International Eco-energy Academy professor Aliev stated at the meeting "ecological mafia of BP supports mafia of Karadagh Cement Plant" with the purpose of use drilling cuttings, containing heavy metals, oily contaminated solutions, radioactive waste products, poisonous chemicals for manufacture of cement. As it became known at the meeting, Karadagh Cement Plant had already used 1000 tons of BP cuttings and produced from this cuttings the cement product, which was sold to the population. As a result of burning of 1000 tons of cuttings of BP on the Cement Plant the huge amount of the various gases were emitted to atmosphere destroying the ozone layer and causing the hotbed effect. "As this plant continues to work on backward Soviet technologies, the population living around of the plant constantly complaint to the Ministry of Ecology with demand to close that plant" - declared the representative of the Ministry of Ecology of Azerbaijan. Mister Roni Galaher confirmed that during burning of poisonous and radioactive cuttings on Karadagh Cement Plant the BP company did not carry out any monitoring. As Ms. Guseinova, the leader of Green Movement of Azerbaijan stated at the meeting "during burning of radioactive cuttings at high temperature many chemical reactions take place and as a result of these processes huge amount of sulphurous and nitrogenous gases are emitted into the atmosphere. According to the same Roni Galaher, BP company is going to send in future all waste products, i.e. all radioactive drill cuttigns, stratal water, sewage waters, other poisonous and dangerous chemicals to Karadagh Cement Plant. It is not clear what kind of product the Karadag Cement Plant is going to produce instead of the cement from such huge quantity of harmful and poisonous waste products. As many participants of the meeting declared - the ecological bomb, which BP company is going to put in the Karadagh Cement Plant in future will have catastrophic influence not only on inhabitants of nearby areas to the Plant, but also on all other citizens of Azerbaijan. As all these dangerous and radioactive materials will be a component of cement, which will be on sale to the population and of which houses for the population will be constructed, including houses for refugees. The question of the quality of cement which contains heavy metals, radioactive substances causes a special alarm. As the representative of the Ministry of Ecology of Azerbaijan declared, prior giving permission for liquidation such poisonous cuttings on Karadag Cement Plant, the Ministry demands preparation of the Environmental Impact Assessment document and holding wide discussion of this document with the public of Karadag area. But as it became known at the meeting, ecological department of BP refuses to prepare EIA document for burning of radioactive cuttings and to discuss it with the public. Apparently officials of BP are afraid of disclosing the information about the real state of affairs on Cement Plant. At the meeting professor Aliev handed to the management of BP company the Petition signed by 3000 residents of Karadag district with demand to stop burning of radioactive cuttings of BP on Karadagh Cement Plant. However, representatives of BP company constantly talk about the "green" color of their company. Samir Isayev, the leader of "Ecolex" NGO has noted, that officials of the company should stop using the word of "green" while speaking about ecological activity of their company.
