(16.07.2002) Полный Текст Сообщения НПО региона на англ. языке Сообщения НПО региона на англ. языке *** *** SOCIETY FOR DEMOCRATIC REFORMS(SDR) Address: 21, Yusif Safarov Tel/fax: (+994 12) 90 12 09 Mobile: (+994 50) 323 70 24 E-mail: razinurullayev@azintex.com 5 July 2002 Baku City STATEMENT BY SOCIETY FOR DEMOCRATIC REFORMS AGAINST THE CAMPAIGN FOR BAKI-TBILISI-CEYUHAN PIPELINE CONSTRUCTION Society for Democratic Reforms (SDR) expresses its concern and objection to 64 Non-Govrnmental Orgnizations from 34 countries who sent a letter of protest to the financial institutions not to finance BTC Main Export Pipeline. SDR condemns this action and finds it ordered by interested parties and individuals who tries all the means to impede the realization of this outstanding export line. So far enough investments have been spent on the project and to decline it at this stage does not seem to be realistic. Those 64 organizations should have known this, however notwithstanding this fact they have taken up intitiative anyway to start order-oriented campaign. We hope and are firmly convinced that Baki-Tbilisi-Ceyhan (BTC) will serve not only the economic interests of the Azeri people and involved companies, but also that of the whole regional nations. It will ameliorate the economic situation in the region and raise the social welfare level of the people living at the vicinity or farther within the regional countries. BTC will bring peace and secuirty to the region as well as economic prosperity and balanced policy. This is one of the preconditions for the regional security and social welfare. SDR is strongly believed that the campaign against US supported pipeline is the direct attack to its national interests in the region. We hope that this partial campaign against BTC started by mainly USA and European NGOs will get strict protests by the US Administration as well as by European countries, mainly Great Britain and Norway. Therefore, we express our solidarity with some points expressed in the protest regarding the social and environmental aspects. Especially there are enough drawbacks in the social assessment program prepared by BP, which need further studies and due approaches. In this regard, SDR calles upon those 64 organizations to focus on the following issues. SDR in this case will be fully supporting their positions. 1) take wide-ranged plans for social assessment and alocation of some percenatge of the pipeline profit to the development of the BTC affected places and regions as well as pay attention to the whole region and districts, not only directly affected areas. 2) take the strict measures for the environmental issues and ensure the transparency 3) end putting Azerbaijan on the same track with Nigeria 4) use the minimum foreign work force during the BTC construction We hope that the financial instituitons will also duly think over the issues expressed and will not allow violation of environmental and social rights of the people in the BTC affected places and regions.
