meeting ESIA Baku- Tbilisi Ceyhan Oil pipeline: Azerbaijan with
participation of social and environmental NGO

SOME FACTS FROM THE MEETING

According to Phil Midlton, BP -BTC environmental manager, during the next
week the all EIA draft materials will be avilalable in the website
www.caspaindevelopmentandexport.com
All stakehiolders are invited to ask any questions and they will put on to the website

Through the short period too will be available the documents - the Azeri
NGO proposals after the field expedition through tje BTC Azerbaijan route.
It will be issued in three languages and already come as a part in EIA document

The General document for all three countries, involved in BTC pipeline
project wiil be availalable in few weeks. This document is prepares in
behalf of Espoo convention of tranborder assement
The role of bp in according to this convention is to help the local
ministry to comlete theis duties accordinf this convention and to gove to
the govermenet of Azerbaijan the EIA documents preparing by bp to the
Georgian and Turkey's side

21- Soros steps up pressurefor oil cash disclosure.

Pressure is growing on oil and gas companies to offer
more financial information to shareholders about
payments to governments to smooth the way for
exploration and production activity.
The new campaign, aPublish what you pay' was launched
by billionaire philanthropist George Soros to target
oil and gas, and mining companies.


The aPublish what you pay' campaign is backed by a
loose coalition of over 30 NGOs and is focused on
Africa, Latin America and the Caspian region.
Billions of dollars are paid each year to governments
in undisclosed payments in return for access to
drilling rights and production licences.

Mr Soros's campaign, his first in ten years, is
targeting transnational oil companies and mining firms
and calls for greater financial transparency.

Mr Soros said: "Secrecy over state revenues encourages
ruling elites to mismanage and misappropriate money
rather than invest in long term development."

He is demanding that transnational resource companies
publish net taxes, fees, royalties and other payments
as a condition for being listed on international stock
exchanges and financial markets.

Mr Soros highlighted several oil companies as working
in politically sensitive countries including: Shell in
Nigeria; Unocal and TotalFinaElf in Myanmar;
ExxonMobil in Indonesia and Equatorial Guinea and BP
in Colombia.

He suggested the citizens of these countries would
benefit from greater financial disclosure.

Simon Taylor, director of Global Witness, said: "If
companies like ChevronTexaco and TotalFinaElf do not
reveal how much money they are paying, then it is
impossible for Angolan citizens to find out how much
is missing."

One international oil company spokesman said: "We
think the campaign is positive, but the proposal is
something for the stock exchanges to discuss."

A spokesman for Shell told Energy Day: "The proposal
has merit. But there is a long way to go before
anything can be changed."

He added that the supermajor would comply with any
legislative changes and that the group had held
discussions with the NGO Global Witness, the chief
architect of the proposal.

"It's a matter for stock exchange regulators," said
another oil company spokesman.

The coalition includes Amnesty International, CAFOD,
Christian Aid, Friends of the Earth, Global Witness,
Oxfam, Save the Chil-dren and Transparency
International.
