Honorable Colleagues!

We would like to inform You about new project of
LUKOIL-KaliningradMor NefteGas (Kaliningrad division of national
company LUKOIL) company which suggest of installation of oil platform,
drilling and exploitation of Kravtsovkoe oilfield (D6) located at
continental shelf of Baltic Sea about 22 kilometers offshore. At
present time LUKOIL has preparing the documentation for EIA procedure
including notes and suggestions from public and NGOs. Practically it
is mean that company is ready for realization of project.

We would kindly ask You to pay an attention to this project
(www.lukoil-kmn.com/eng/index.html) and especially on location of
oilfield that is very near to Сuronian Split National Park - the
UNESCO World Heritage international object.

The projecting installation at open sea include the drilling platform
and underwater pipeline for transportation of oil-water-gas mixture
to shore. Planning pipeline height will be up to 45 kilometers exclude
land based transport pipelines for oil products transportation from
oil collecting point to existing oil terminal in Izhevskoe.
Building of sea based construction need for approximately 8 months and
pipeline installation about 7 months. The drilling itself will be
fulfilling in 72 month than exploitation of oilfield will be
continuing in 25-30 years. The total estimated amount of mined oil is
up to 1,4 million tons annually.

The most danger factor of this project is oilfield nearness to
Сuronian Spit National Park including in list of the UNESCO World
Heritage objects in December 2000. The distance from oil platform and
underwater pipeline to Сuronian Spit coast is 22 kilometers.

Also we would emphasize that existing undercurrent along Baltic coast
in this area running from south-west to north-east is able to move the
oil spill in direction of Lithuania shore and territorial water. Never
less LUKOIL experts has disclaim the possibility of trans-boundary
transfer of oil spill and wouldn't planning any measures to prevent
the possible pollution.
So, ignoring such treat, Lukoil-Kaliningradmorneft do not model
possible situations of transboundary pollution and do not plan serious
measures to evade or liquidate such situation (for example, systems
for alarming foreign countries, common liquidation measures and so
on).

We think that realization of such project as installation of oil
drilling station at D6 on the shore of Baltic Sea is a possible source
of problems for Baltic Sea Countries and must be accessed
internationally.
