/18:53 22.03.2002/ Talks with Iran on the legal status of Caspian Sea did
not bring results yet

Moscow, March 22, 2002. (CNA). Talks between Azerbaijan and Iran on the
legal status of the Caspian Sea did not bring results yet, the first vice
president of the State Oil Company of Azerbaijan (SOCAR), Ilham Aliyev,
stated today. According to the position of Teheran, all littoral states must
receive equal shares, thus, according to Aliyev, if Iran receives its 20% of
Caspian territory, the territory of Azerbaijan will link to the onland
territory of Russia.
Aliyev also informed that SOCAR is going to increase exports of oil
products by 1 million tons this year. He specified that this rise would be
achieved by an increase in exports of black oil by 1.5m tons. Aliyev
reported these plans became possible after Azerbaijan started purchasing
natural gas in Russia.
The Vice President reported that the State Oil Company of Azerbaijan would
export 2.5m tons of oil in 2002 out of the total 9m tons produced by all
Azerbaijani oil companies a year.

/12:31 22.03.2002/ Caspian littoral states will meet in Ashkhabad April
23-24

Moscow, March 22, 2002. (CNA). Caspian littoral states - Russia, Iran,
Kazakhstan, Azerbaijan and Turkmenistan - agreed to meet in Turkmen capital
Ashkhabad April 23-24 in order to discuss the legal status of the inland
waters, the Itar-Tass news agency reports referring to an official in the
Russian Foreign Ministry.
"The summit will try to bring closer positions of participants in the
negotiating process and to give it an additional impetus," the Russian
Ambassador at Large and the head of the working
group on the Caspian, Andrey Urnov said.
The participants must discuss a broad range of issues, including a
"deceleration on settling a legal status of the Caspian, now under
preparation for signing," Urnov said. The summit is held on the proposal of
the Turkmen President Saparmurat Niyazov, he said.
Iran's special envoy for Caspian Sea affairs, Mehdi Safari, was on a
groundbreaking visit to Turkmenistan recently before a scheduled
participation of President Mohammad Khatami in the forthcoming summit.

understanding on a broad number of issues

Moscow, March 29, 2002. (CNA). The forthcoming summit of the heads of
Caspian states in Ashgabad will fix "common understanding of the heads of
these states on a broad number of issues, not limiting themselves to the
Caspian status alone." Such an opinion was expressed today by the Russian
Foreign Minister Igor Ivanov upon the completion of the talks with his
Kazakh counterpart Kosymzhomart Tokayev.
Russia and Kazakhstan are ready to sign a protocol on drawing a modified
median line across the Caspian Sea bed, the Russian Minister stated, adding
that the governments of the two countries are currently negotiating the new
status of the Caspian Sea.

/19:30 05.04.2002/ Russian foreign minister confirms that Caspian summit
will take place in late April

Moscow, April 5, 2002. (CNA). The five Caspian Sea countries, which include
Russia, Kazakhstan, Turkmenistan, Azerbaijan and Iran, will meet for a
summit in Ashghabad in late April, Russian Foreign Minister Igor Ivanov
confirmed in Moscow on Friday.
After talks with his Iranian counterpart Kamal Kharazi, Ivanov said that
the sides "agreed to closely coordinate their efforts in laying the
groundwork for the "Caspian five" presidential summit."
Kharazi said that both Moscow and Tehran consider the Caspian Sea as "a sea
of friendship and peace. All coastal states should benefit from the
resources of this unique water reserve," the Iranian minister said.
Kharazi also expressed hope that the Caspian summit in Ashghabad will "be
the first step towards improving the legal status of the Caspian Sea,"
Interfax reports.
