KAZAKH OIL PIPELINE FORMALLY INAUGURATED. The official launch
ceremony for the Caspian Pipeline Consortium pipeline from Tengiz in
Kazakhstan to Novorossiisk took place on 27 November, six weeks after
the first tanker was loaded at Novorossiisk with Tengiz crude, Interfax
and Caspian News Agency reported. The 1,580-kilometer pipeline took two
years to build and has an initial throughput capacity of 28.2 million
tons per year, which will increase to 67 million tons. The launch
ceremony was originally scheduled for early August but was repeatedly
postponed due to Russian objections to the terms stipulated by the
members of the consortium that built the pipeline for its operation (see
"RFE/RL Newsline," 30 July, 1, 13, and 20 August, and 7 September 2001).
Russian President Vladimir Putin and his Kazakh counterpart Nursultan
Nazarbaev, who had been scheduled to attend the original launch in
August, were absent from the 27 November ceremony. LF

KAZAKH MINISTER WARNS FALLING OIL PRICES WILL AFFECT 2002
BUDGET. The fall in international oil prices will have a sharp impact
on Kazakhstan's budget for next year, State Revenues Minister Zeynolla
Khakimzhanov told the parliament's Economy, Budget, and Finance
Committee on 27 November, RFE/RL's Kazakh Service reported. He added
that improved tax collection could help compensate for the inevitable
revenue shortfall. On 7 November, Economy and Trade Minister Zhaqsybek
Kulekeev told parliament that planned budget spending for 2002 will not
be revised downward unless oil prices fall to $16 per barrel (see
"RFE/RL Newsline," 8 November 2001). LF

annihilation of Black Sea cost from Novorossiysk to Anapa, ecologists think

Moscow, November 28, 2001. (CNA). The ecologists of the northern Caucasus
estimated the opening of CPC oil pipeline as "beginning of countdown for
annihilation of a unique from re-creational and natural points of view Black
Sea cost from Novorossiysk to Anapa. CNA was informed in the ecological
service for Northern Caucasus that ecologists has already named the CPC
"bomb of delayed action".
Independent ecologists report that for today the Black Sea cost between
Novorossyisk and Anapa is the cleanest part of the Russian cost. They are
sure that even during "normal" exploitation of CPC the sea and cost will be
seriously polluted. The aftermath of possible sea accident may be
"disastrous", and as a result Russia will loose more than it gains.
Meanwhile, ecologists stress that even the solemn opening of the CPC was
accompanied by incidents. Thus, during the ceremony a tanker failed to make
fast to the offshore mooring facility.
Tanker with tonnage at 150,000 tons has been trying several times to
approach the mooring facility in the South Ozerevka village, where CPC oil
terminal is located. Some of observers think that such not-regular situation
can be repeated in the future.

Turkmen marine received first tanker
Ashkhabad, December 3, 2001. (CNA). The first oil-tanker is transferred
under the balance of Turkmen shipping routes. CNA was informed in the
governments press office that the tanker is named "Hero Atamurat Niyazov"
after the father of the Turkmen President.
According to the source, the international tender on construction of tanker
was announced in 1997 after receiving a USD 11 million purpose loan of the
Islamic Development Bank. 18 shipbuilding companies took part in the tender.
Turkish Berk Denizchilik won the tender.
River-sea class tanker with 5,000 tons boat load was built on the Turkish
Tenche Celik San yard. He was built on exclusive project, worked out by
Belgian engineer and meets LRS + world class. Under the data of Turkmen
marine specialists the exploitation of the tanker will bring about USD 1
million profit annually.

Azerbaijan supports Kazakh initiative on establishing Alliance of CIS
states - oil and gas exporters
Baku, December 3, 2001. (CNA). Azerbaijan supports the Kazakh initiative on
establishing Alliance of CIS states - oil and gas exporters in contrast to
the OPEC, president of the Azeri State Oil Company (SOCAR) Natig Aliyev informed CNA.
He added the CIS state-members, extracting and exporting hydrocarbons,
should carry out the coordinated policy. The Kazakh President Nursultan
Nazarbayev declared the same idea. He suggested establishing the Alliance of
oil and gas state-exporters with participation of Kazakhstan, Russia,
Azerbaijan, Turkmenistan and Uzbekistan. Nazarbayev said the new Alliance
would serve in contrast of the OPEC in oil and gas spheres, and the
principal role in it should be played by Russia. -OK-

BP TO PREVENT FLORA, FAUNA DISAPPEARANCE IN SANGACHAL

A presentation ceremony of the Environmental and Socioeconomic impact
assessment of early construction operations aimed at enhancing the
Sangachal terminal was held in Baku, as BP forwarded a work program
toward reducing environmental impact. It has been ascertained that there
can be 33 potential environmental impacts, 14 of which can turn out to
be serious.

It is believed that the upper layer of the soil will be lost on an area
of 147 hectares, which will lead to the disappearance of all vegetation
on the entire plot. Consequently, it will be impossible to salvage the
diverse fauna, a considerable portion of which (the spur-backed turtles,
Pterocles orientalis and Falco naumanni) has been included into the
Azerbaijan, International and European Red books.

BP is going to provide complete guarantee for a minimal environmental
impact throughout the operations. One of the ways for so doing is
through replacing the habitat of animals by means of revitalizing the
partially affected soil and mastering deserted lands.

These ecological programs are planned for inclusion into the BP-prepared
general concept of biological diversity in the future. According to the
concept, BP is engaged in supporting the bio-diversity plans at local,
national and regional levels. In the foreseeable future this concept
will become a part of the General Plan for the Caspian region.

BILL ON ENVIRONMENTAL INFORMATION

The standing parliamentary commission on natural resources, energy and
ecology discussed the draft bill "On environmental information", which
regulates collection and dissemination of ecological data. After a
lengthy discussion the draft bill was forwarded to he Milli Mejlis.

Inter-state cooperation in the area of environmental information is
enforced in accordance with agreements Azerbaijan has signed with other
countries.

BP INTRODUCES ANTI-SMOG GASOLINE IN WASHINGTON STATE

NEW YORK - BP Plc, the British oil giant, introduced a lower-sulfur
gasoline in Washington state designed to fight air pollution.

BP said the newly formulated fuel is expected to reduce vehicles'
nitrous oxide emissions by about 4 percent.

Nitrous oxide combines with volatile organic compounds and sunlight to
produce smog.

"This is the equivalent of removing 2,100 cars off (interstate highway)
I-5 every day," the company said in a news release. As BP refineries
convert their operations to produce additional lower-sulfur fuel, the
company expects to have lower-sulfur gasoline available in all grades.
Current production is focused on serving major cities with air pollution
concerns.

The U.S. Environmental Protection Agency has established federal limits
aimed at reducing gasoline sulfur levels by 90 percent by 2006, but BP
said its new lower-sulfur premium, with a sulfur content of 30 parts per
million (ppm), meets the limits four years earlier.

Foreign investors prefer oil transportation from Kazakhstan via Iran to
Persian Gulf, Kazakh President considers
Astana, December 10, 2001. (CNA). The Foreign investors working in
Kazakhstan consider most profitable to transport oil via Iran to the Persian
Gulf, the Kazakh President Nursultan Nazarbayev said a briefing in Astana.
"This is not only my opinion, but of companies working in Kazakhstan
including the US ones," the head of the state stressed.
The President reminded that the maximum capacity of the CPC oil pipeline
recently put into operation amounts at 48 million tons per year and this
route would be loaded by the raw materials from the Tengiz field. At the
same time the exploitation of the world largest Kashagan field will start at
the end of 2005. "In 2015 the export possibilities of Kazakhstan are
forecasted at the level of 150 million tons of oil, and up to 80 billion
cubic meters of natural gas will be extracted in passing," Nazarbayev said.
The President noted that various vectors of oil pipelines are important for
the state, that’s why Astana "supported the Baku-Ceyhan oil pipeline."
The Kazakh leader also mentioned the possibility "of handing up to 20
million tons of oil from Kazakhstan to Baku via the Caspian Sea without oil
pipeline construction" exists. Besides, Nazarbayev mentioned "we have a
contract on oil pipeline to the West China." On the whole, the President
concluded, "we are interested in many opportunities." -OK-
