BOUYGUES OFFSHORE WINS CPC CONTRACTS (6 November)
Bouygues Offshore has been awarded project maintenance contracts in
Russia and Kazakhstan by the Caspian Pipeline Consortium (CPC),
Business Wire reported. For a total amount of $60 million, the
contracts include the maintenance and the emergency response services
for a five-year period. The contract will cover the CPC terminal on
the Black Sea, and the 1,500-kilometer pipeline connecting the Tengiz
field (Kazakhstan) on the Caspian Sea side to the CPC terminal. In
April 1999, Bouygues Offshore was awarded the contract for the
construction of the 750-kilometer pipeline in Russia. Commenting on
the project, Bouygues Offshore Chairman Herve Le Bouc said, "This new
success follows on from turnkey contracts won in 1999 to build the
CPC terminal and 750-kilometer pipeline. It reflects Bouygues
Offshore's strategy of offering customers solutions across the value
chain, from engineering to maintenance. These new contracts, in the
promising areas of [the] Caspian Sea and Russia, are helping to drive
the worldwide expansion of Bouygues Offshore's maintenance business."

/14:29 09.11.2001/ SOCAR is behind of drilling schedule

Baku, November 09, 2001. (CNA). 89.417 meters was drilled on the SOCAR oil
fields in January-October 2001, that is 32,5% less of scheduled drifting and
16,2% more, than the analogous data of the same period of 2000.
According to SOCAR press office, the share of production drilling reached
80.054 meters, while exploration drilling - 9.363 meters. 62.200 meters was
drilled on the onshore oil fields of SOCAR for the mentioned period, while
27.217 meters - on the onshore fields. It is noteworthy, that exploration
drilling on the onshore fields has not been carried out since August, 2001.
In October SOCAR units have drilled 4.347 meters, which is 29,1% of the
schedule. Offshore drilling of oil and gas fields reached 3.587 meters (54%
of the schedule), while onshore - 760 meters (9% of the schedule) only. EE

energy complex to take place in Moscow November 14-15

Moscow, November 9, 2001. (CNA). The 1st International scientific-practical
conference - Problems of legal regulation of Russian fuel and energy
complex, will take place in Moscow in November 14-15, Oil, Gas and Law
journal - organizers of the conference informed CNA. The concept of further
development of Russian natural resources, ecological and energy legislation
will be worked out at the conference. The conference will view the foreign
and native experience in using natural resources, signing production sharing
agreements, hydrocarbons transportation, investment oil and gas projects,
taxation, antimonopoly regulation, environmental protection, labor relations
and other. The Russian Lawyers’ Union, Russian Ministries of Energy,
Natural Resources, Economic Development and Trade, the Russian Federal
Assembly, Gazprom, LUKOIL, YUKOS and other organizations will support the

oil pipeline, Russian Transport Minister said

Moscow, November 10, 2001. (CNA). The Caspian Pipeline Consortium (CPC)
should provide security of navigation in sea areas of the oil pipeline and
work out a plan of activities in possible emergency situations, the Russian
Transport Minister Sergey Frank said during the press conference in Moscow.
Having emphasized that the company cannot compromise the marine
environment, the minister noted positive results of three experimental
tanker oil shipments and exercises imitating emergency situations, which
were carried out by the Consortium the other day. Sergey Frank proposed the
company to work out a strict schedule of such trainings for minimizing the
risk in the process of oil pipeline exploitation.
While commenting the legal side of oil pipeline construction, the Russian
Minister said that the CPC shareholders had dragged out the process of
Transport agreement adopting, which is necessary for pipeline’s
putting into operation. At the same time he noted the positive legislative

vice-president of Phillips Petroleum company

Astana, November 12, 2001. (CNA). The Kazakh Prime Minister Kasymjomart
Tokayev held negotiations with the first vice-president of Phillips
Petroleum company, which forms the international consortium prospecting the
Kazakh shelf of the Caspian Sea, Dodd DeKamp today, November 12, the
governmental sources informed CNA. During the discussion of cooperation
within the frames of North-Caspian project, DeKamp stressed his company-s
interest in the process of prospecting the Kazakh oil resources, and
proceeding long-term investments. He assured that Phillips Petroleum intends
to attract up-to-date technologies and experience, strengthening cooperation

Russian territory, Victor Khristenko said

Moscow, November 12, 2001. (CNA). Moscow is interested in proceeding
transit of Azeri oil via Russian territory and considers necessary to
prolong the appropriate treaty, the Russian vice-Prime Minister, the
co-Chairman of Intergovernmental Russian-Azeri commission for economic
cooperation, Victor Khristenko said in his exclusive interview to the
Caspian News Agency and GazetaSNG.Ru.
He said that Russian-Azeri cooperation for Azeri oil transportation is
being carried out in accordance with the intergovernmental agreement on
Azeri oil transit via Russian territory from 1996. According to decision of
the intergovernmental commission, in 2001 Azerbaijan will have to pump 2.5
million tons of oil to Novorossiysk. For 10 months of this year 2.3 million
tons of oil have been already pumped over. "Till the end of the year the
pre-arranged volume of oil will be pumped over, and in 2002 it will increase
up to 5 million tons," the vice-Prime Minister said. Taking into account the
life-term of the agreement concludes in 2002, "consider it necessary to
prolong the treaty or conclude a new one," Khristenko added. -OK-

on Caspian Sea

Moscow, November 12, 2001. (CNA). The container traffic service will be
established in Olya Caspian port in Astrakhan region of Russia, the Russian
Transport Minister Sergey Frank informed CNA. He said that system of
container traffic would let increase the volume and speed up the cargo
delivery, and also provide their security. Besides, this system will ease
the convey managing and increase the effectiveness of using container park
of the railways. The minister mentioned that container traffic is the
cheapest mean of cargo delivery. Establishing the container traffic service
in Olya port will help to adjust closer ties in the transport sphere between
the littoral states, Sergey Frank considers. -OK-

of Baku-Ceyhan oil pipeline construction

Moscow, November 12, 2001. (CNA). Russia stands on position of multichoice
transportation of Caspian energy resources, the Russian vice-Prime Minister,
the Chairman of Russian side of the Intergovernmental commission for
economic cooperation between Russia and Azerbaijan, Victor Khristenko said.
In the exclusive interview to the Caspian News Agency and GazetaSNG.Ru
Khristenko mentioned that Moscow "doubts" in economic expediency of
Baku-Ceyhan oil pipeline construction. He added that the Russian side "does
not see economic interest in this project, since the alternative variants of
transportation - Baku-Novorossiysk and CPC - have already existed." Any
project has the right to exist in case it is economically profitable, the
vice-Prime Minister said. -OK-

protection of bio-resources on Russian shelf

Moscow, November 20, 2001. (CNA). Today, the Caspian News Agency received
press release of the Russian State Fishery Committee. The statement says:
"A new stage started in development of oil and gas resources of the Russian
shelf. The predicted resources are more than 100 billion tons. 12 fields,
including huge gas and gas-condensate fields are opened in Barents and Karsk
seas. 8 oil and gas fields are opened in Okhotsk sea. More than 20 million
tons of oil annually expected to be developed on Sakhalin shelf in the
future."
Oil extraction on the Russian shelf of Baltic Sea is also expected.
Exploration drilling in reserved zone of the Northern Caspian has already
started. As a result of all these projects thousands tons of oil can pollute
the territorial sea and the economic zone of Russia in particular. Fishery
may suffer damages for 2/3 of oil fields are located in the zone of high
bio-productivity. However, imperfectness of legal bases gives the oil
companies opportunity to avoid spending sums for secure environmental
protection.
In this light the Russian State Fishery Committee considers necessary to
strengthen protection of water bio-resources in the regions of oil and gas
explorations, improvement of legal bases and environmental control over the
activity of investors of the project at sea territories.

discussed at international conference in Moscow

Moscow, November 21. 2001. (CNA). The international conference "Prospects
for development of the Russian oil field in light of Energy strategy" will
be held on December 5-6, in Moscow. Scientists, specialists and experts of
the Russian and foreign extracting, technological and service companies,
representatives of enterprises-producers of oil equipment, geo-physical,
geological and auditing companies, investment institutes will take part in
the conference.
The press office of the Energy Ministry of the Russian Federation, which
along with the Russian National Committee for World oil congress is the
organizer of the meeting, informed that during the conference the
participants will discuss the state of the Russian oil industry and
prospects of its development, will analyze the ways for tackling the
industry problems. Some of speeches will cover new technologies guaranteeing
environmental protection during drilling, oil extraction and transportation.
Balance between domestic demand and export oil supply, price formation,
development of small and medium businesses in oil industry will be touched
upon during the conference.
Officials from the Foreign Ministry, Economic Development Ministrty and
Natural Resources Ministry, the State Duma’s Committee for energy,
transport and communication, Russian Savings Bank and Foreign Trade Bank,
World Oil Congress, as well as largest Russian oil companies - Gazprom,
Transneft, TNK (Tumen Oil Company), Yukos, LUKOIL, Rosneft, Surgutneft,
Tatneft, Zarubejneft - will participate the works of the conference.

receiving approval of Russian government

Moscow, November 22, 2001. (CNA). LUKOIL Russian Oil Company will take part
in the construction of Baku-Ceyhan oil-pipeline in case if it is made
certain of profitability of this project and receives government-s approval,
Vagit Alekperov, the president of LUKOIL, stated at the press conference
organized within the frames of Oil of Russia v Present and Future
International forum, started today in Moscow.

According to Alekperov, on November 23 the representatives of LUKOIL and
TransOil will get acquainted with new surveys of the experts of Azerbaijani
International Operation Company (AIOC) on Baku-Ceyhan project. Thus, LUKOIL
can soon make clear for itself the issue about its participation in the
project, however, the final decision by the heads of the company will be
coordinated with the Russian government.
