For a total amount of $60 million, the contracts include the maintenance and the emergency response services for a five-year period. The contract will cover the CPC terminal on the Black Sea, and the 1,500-kilometer pipeline connecting the Tengiz field (Kazakhstan) on the Caspian Sea side to the CPC terminal. In April 1999, Bouygues Offshore was awarded the contract for the construction of the 750-kilometer pipeline in Russia. Commenting on the project, Bouygues Offshore Chairman Herve Le Bouc said, "This new success follows on from turnkey contracts won in 1999 to build the CPC terminal and 750-kilometer pipeline. It reflects Bouygues Offshore's strategy of offering customers solutions across the value chain, from engineering to maintenance. (CNA). 89.417 meters was drilled on the SOCAR oil fields in January-October 2001, that is 32,5% less of scheduled drifting and 16,2% more, than the analogous data of the same period of 2000. According to SOCAR press office, the share of production drilling reached 80.054 meters, while exploration drilling - 9.363 meters. 62.200 meters was drilled on the onshore oil fields of SOCAR for the mentioned period, while 27.217 meters - on the onshore fields. It is noteworthy, that exploration drilling on the onshore fields has not been carried out since August, 2001. In October SOCAR units have drilled 4.347 meters, which is 29,1% of the schedule. Offshore drilling of oil and gas fields reached 3.587 meters (54% of the schedule), while onshore - 760 meters (9% of the schedule) only. (CNA). The Caspian Pipeline Consortium (CPC) should provide security of navigation in sea areas of the oil pipeline and work out a plan of activities in possible emergency situations, the Russian Transport Minister Sergey Frank said during the press conference in Moscow. Having emphasized that the company cannot compromise the marine environment, the minister noted positive results of three experimental tanker oil shipments and exercises imitating emergency situations, which were carried out by the Consortium the other day. Sergey Frank proposed the company to work out a strict schedule of such trainings for minimizing the risk in the process of oil pipeline exploitation. While commenting the legal side of oil pipeline construction, the Russian Minister said that the CPC shareholders had dragged out the process of Transport agreement adopting, which is necessary for pipeline’s putting into operation. (CNA). Moscow is interested in proceeding transit of Azeri oil via Russian territory and considers necessary to prolong the appropriate treaty, the Russian vice-Prime Minister, the co-Chairman of Intergovernmental Russian-Azeri commission for economic cooperation, Victor Khristenko said in his exclusive interview to the Caspian News Agency and GazetaSNG.Ru. He said that Russian-Azeri cooperation for Azeri oil transportation is being carried out in accordance with the intergovernmental agreement on Azeri oil transit via Russian territory from 1996. According to decision of the intergovernmental commission, in 2001 Azerbaijan will have to pump 2.5 million tons of oil to Novorossiysk. For 10 months of this year 2.3 million tons of oil have been already pumped over. "Till the end of the year the pre-arranged volume of oil will be pumped over, and in 2002 it will increase up to 5 million tons," the vice-Prime Minister said. (CNA). The container traffic service will be established in Olya Caspian port in Astrakhan region of Russia, the Russian Transport Minister Sergey Frank informed CNA. He said that system of container traffic would let increase the volume and speed up the cargo delivery, and also provide their security. Besides, this system will ease the convey managing and increase the effectiveness of using container park of the railways. The minister mentioned that container traffic is the cheapest mean of cargo delivery. In the exclusive interview to the Caspian News Agency and GazetaSNG.Ru Khristenko mentioned that Moscow "doubts" in economic expediency of Baku-Ceyhan oil pipeline construction. He added that the Russian side "does not see economic interest in this project, since the alternative variants of transportation - Baku-Novorossiysk and CPC - have already existed." (CNA). Today, the Caspian News Agency received press release of the Russian State Fishery Committee. The statement says: "A new stage started in development of oil and gas resources of the Russian shelf. The predicted resources are more than 100 billion tons. 12 fields, including huge gas and gas-condensate fields are opened in Barents and Karsk seas. 8 oil and gas fields are opened in Okhotsk sea. More than 20 million tons of oil annually expected to be developed on Sakhalin shelf in the future." Oil extraction on the Russian shelf of Baltic Sea is also expected. Exploration drilling in reserved zone of the Northern Caspian has already started. As a result of all these projects thousands tons of oil can pollute the territorial sea and the economic zone of Russia in particular. Fishery may suffer damages for 2/3 of oil fields are located in the zone of high bio-productivity. However, imperfectness of legal bases gives the oil companies opportunity to avoid spending sums for secure environmental protection. In this light the Russian State Fishery Committee considers necessary to strengthen protection of water bio-resources in the regions of oil and gas explorations, improvement of legal bases and environmental control over the activity of investors of the project at sea territories. LUKOIL Russian Oil Company will take part in the construction of Baku-Ceyhan oil-pipeline in case if it is made certain of profitability of this project and receives government-s approval, Vagit Alekperov, the president of LUKOIL, stated at the press conference organized within the frames of Oil of Russia v Present and Future International forum, started today in Moscow. According to Alekperov, on November 23 the representatives of LUKOIL and TransOil will get acquainted with new surveys of the experts of Azerbaijani International Operation Company (AIOC) on Baku-Ceyhan project. Thus, LUKOIL can soon make clear for itself the issue about its participation in the project, however, the final decision by the heads of the company will be coordinated with the Russian government.
