(01.11.2001) Полный Текст Рыбная отрасль России на англ. языке Рыбная отрасль России на англ. языке *** Government of Russia Approved of Fishery Development Conception RIA OREANDA, October 19, 2001 Moscow -- Minister of Economic Development and Trade of Russian German Gref and head of the State Fishery Committee of Russian Yevgeny Nazdratenko conducted a press conference today in the House of Government. As the government press service informs, they reported to the journalists about the results of the Government meeting where the question about fishery effectiveness improvement was considered. As German Gref informed, the Government had approved of the fishery development conception proposed by the Ministry of Economic Development and Trade and the State Fishery Committee. In his words, this conception provides changes of fishing regulation and catching of other bio resources in the economic zone of the RF. This regulation will be improved and completed till November 10 of 2001. German Gref noted that all quotes on bio resources catching would be distributed as pay and free. He underlined that fact that the pay principle in quotas distribution would be dominating. Free quotas will be granted to aboriginal scanty peoples of the North, to a number of fishery enterprises, counteragents of the Russian Federation in international agreements, and for research and control catch. Alongside with that the Minister informed that the volume of research and control quotas would be substantially decreased. Pay quotas, in German Gref words, will be divided into two components: realized through auctions and non-auction quotas. The head of the Ministry of economic Development and Trade presumes that the auction quote volume can be substantially increased in 2002 (was 23% of the total catch in 2001). The non-auction distribution of pay quotas will be conducted among the subjects of the RF and certain enterprises concerned with fish processing. Mr. Gref also informed that the Government made a decision to financially support the enterprises building fishery vessels. The amendments, concerning financial subsidizing of enterprises that will be taking bank credits and build fishery vessels, will be prepared by the third budget reading. The head of the State Fishery Committee claimed that his organization should provide proposals before October 20 concerning subsidizing volumes of credit rates. As the Committee estimates, the sum should be 1,500,000,000 roubles. Still the sum can undergo corrections. Yevgeny Nazdratenko also informed that resolution of the Government concerning federal monitoring of fishery vessels would be prepared shortly. Russian Environmental Digest 15 October 2001 - 21 October 2001, Vol. 3, No. 42 *** Russia May Abolish Free Fishing Quotas Interfax News Agency, October 17, 2001 Moscow -- The Economic Development and Trade Ministry is proposing that Russia distribute its fishing quotas only on a paid basis. The ministry suggests that 60% of the money to be raised in this way go to the state and the rest to local treasuries. Economic Development and Trade Minister German Gref is expected to put forward the proposal at a government meeting on Thursday that will consider how to improve the performance of the country's fisheries. The ministry is proposing that the current practice of granting free commercial quotas be abolished and that free quotas for research fishing be granted only to research vessels, only for catching poorly studied seafood species and only on a competition basis. For this purpose, the ministry suggests dividing all seafood into "well studied" and "poorly studied" kinds. Journalists were told at the ministry that no national fishing standards in Russia exist today and that this made it possible to change and redistribute free commercial quotas many times. Last year, Russia's fisheries agency, Goskomrybolovstvo, changed such quotas 34 times for the region of Primorye and 28 times for the Kamchatka region. Quotas were redistributed that year 42 times in Sakhalin, 157 times in Primorye and 674 times in Kamchatka. The Economic Development and Trade Ministry said that in distributing free quotas for research, Goskomrybolovstvo gave preference to precious kinds of seafood such as crab, shrimps and scallops. Last year, research quotas accounted for 73% of crab quotas and for only 1% of saury quotas. The ministry also said the state had raised about six billion rubles via fishing quota auctions started in Russia in February this year, though Goskomrybolovstvo, the ministry said, had increased the proportion of free commercial quotas this year to 67% from 65.5% last year. Altogether quotas for 500,000 tonnes of seafood had been auctioned off, Russian companies buying 86% and foreign ones 14% of quotas, the ministry said. But foreign firms, it said, had been barred from auctions for crab, scallop and shrimp quotas. The concept was submitted by the Ministry for Economic development and the State Committee for fisheries, Minister for trade and economic development German Gref told a briefing today. The concept envisages changes in the regulation of catches of fish and other marine life in Russia's exclusive economic zone, Gref said. The regulations will be specified and finalized by November 10, he added. The quotas will be divided into free and sold for pay. Free quotas will be given, above all, to ethnic minorities in Russia's north. The quotas for research activities will be considerably narrowed, Gref said. Russia will continue the practice of offering free quotas in the framework of international agreements Russia had signed earlier. Free quotas will be given to large urban fishing enterprises which provide jobs to the population, Gref said. The number of quotas sold for pay will be considerably enlarged in 2002, and are expected to exceed 23 percent of the overall quotas for catches of bio-resources. " The principle of offering quotas for pay will be domineering," Gref stressed. The Russian government has adopted a decision to develop a mechanism of state support to the fishing ship- building industry, Gref told journalists after the meeting of the Cabinet. For this purpose, amendments to the federal budget will be submitted to the State Duma to be discussed at the third reading, Gref said. He did not specify the planned amount of budgetary allocations. The government is planning to subsidize enterprises which will borrow credits in order to build fishing ships, Gref said.
