1.3 HORIZONTI ANNOUNCES GEORGIA-AZERBAIJAN COOPERATION PROGRAM

The Cross-sectional Cooperation Program at the Horizonti Foundation
announces the Georgia-Azerbaijan Cooperation
Program from October 9, 2001.

Non-governmental organizations working in the environment and social
fields are eligible to apply. The proposed budget of a
project presented for participation in the competition cannot exceed
the
equivalent of $4000 in GEL.

Group consultations concerning the program will be held from 17:00 to
19:00 on Wednesdays.

The NGOs willing to participate in the program may present their
projects to the Horizonti office before 16:00 of December 14,

MACARTHUR RESEARCH AND WRITING GRANTS

MacArthur Foundation Accepting Applications for Research and Writing
Grants Competition

Deadline: February 1, 2002

For each annual competition conducted in 2002, 2003, and 2004, the
foundation will only accept proposals relating to one of
the following themes: "Migration and Refugees" or "Technological
Change
and Global Security and Sustainability."

The competition is open to individuals and two-person teams.
Grants are awarded for periods of eighteen months or less and may be
made directly to researchers, universities, or research or
policy institutes. Applicants may request up to $75,000 for individual
projects, and may request up to $100,000 for two-person
collaborations.

CASPIAN ECOLOGICAL DATABASE BEING SET UP

The ecological news and analytical agency ?Ecores¦ is setting up Caspian
ecological database with financial support from
ISAR-Azerbaijan. ?Ecores¦ works in cooperation with Turkmen
organizations dealing with ecological problems. Besides
ecological issues, the database is expected to dwell upon programs being
implemented and other information on Caspian. Some
of the contents will be available on the world-wide web in early 2002.

Cotton Wood Foundation Small Environmental Grants

Guidelines

Cottonwood Foundation has a very limited amount of funding available,
and will only award grants to organizations that meet all four of the
following criteria:

- protect the environment
- promote cultural diversity
- empower people to meet their basic needs
- rely on volunteer efforts
If your organization does not meet these four criteria, it will not be
eligible for funding by Cottonwood Foundation. Approximately 40 grants
will be awarded in 2002.

Cottonwood Foundation especially seeks to support organizations for
which small grants will make a significant difference. Organizations
in the United States and internationally are eligible for funding by
Cottonwood Foundation. Organizations are not required to have
501(c)(3) status, but only charitable, non-profit organizations will be funded
by Cottonwood Foundation. Political and religious organizations,
governmental agencies, for-profit businesses, private individuals, and
universities are not eligible for funding by Cottonwood Foundation.
Please note that organizations that promote the practice of any
specific religion are not eligible for funding from Cottonwood Foundation.
Organizations that have received funding from Cottonwood Foundation in
past years are eligible to apply for grants, but applications should not
be submitted more than once every twelve months. Applications should be
submitted in English if possible.

Grant application process

Currently, grant requests should be submitted by mail.
Please follow these steps:

Print a copy of the Grant Application Form If your organization is
outside the US and Canada, also print a copy of the Payment Form Fill
them out (on paper!), and attach any supporting documents Mail to
Cottonwood at the address noted at the top of the form Cottonwood
Foundation will accept grant applications at all times for
consideration, with no formal deadlines for applications. Applicants
can
typically expect to receive notification within approximately six
months
of the receipt of their application about whether the application has
been funded.

Regional Environmental Center (REC) for the Caucasus
REC for the Caucasus is accepting applications for grants in the
categories listed below. Only environmental NGOs from Azerbaijan,
Armenia, and Georgia are eligible to apply.

Grants offered on a continuous basis (up to 1500 USD )
1. Grants for Registration small grants to
support NGOs in covering registration costs.
2. Subscription Grants small grants for subscriptions.
3. Urgent Grants for necessary and urgent projects.
4. Travel Grants for participation in international events.

ISAR-Azerbaijan NGO Resource Center in Ganja. The Resource Center in
Ganja will provide similar services to those provided in the Baku and
Mingechevir Centers, including access to library materials and
computers, consultations, meetings, and trainings. We would like to
request that local and international NGOs who have published books or
other materials which might be of interest to other organizations
please bring copies of these publications to the ISAR office, for
inclusion in our Resource Center Libraries.

Invitation to participate in the_development of a Biodiversity
Strategy and Action Plan for the Caspian
The Caspian Environment Programme has started the development of a
Biodiversity Strategy and Action Plan (BSAP) for the Caspian region.
This BSAP wlil identify priority issues concerning the protection and
sustainabie management of biodiversity In the Caspian Sea and coastal
region. In particular, the BSAP will focus on issues that affect more
than one country or will take international action to be resolved. The
BSAP will also suggest appropriate action to resolve these Issues. In
developing the Strategy and Action Plan, СЕР Is cooperating with the
UK based NGO Fauna and Flora International,
The Caspian Biodiversity Strategy and Action Plan will be submitted to
the Governments of the five Caspian littoral states, Azerbaijan, the
Islamic Republic of Iran, Kazakhstan, the Russian Federation and
Turkmenistan, When the responsible authorities In these countries have
endorsed this BSAP, it will be the framework for coordinated
international action to ensure protection and sustainable management
of biodiversity in the Caspian Sea and its coastal zone.
The biodiversity of the Caspian Sea is valuable in many ways. It Is of
great ecological value, because many of the species and habitats of
the Caspian are unique In the world. It is of great economical value:
Industries such as fisheries, agriculture and tourism that depend on
biodiversity provide income for many thousands of citizens of
Azerbaijan, the Islamic Republic or Iran, Kazakhstan, the Russian
Federation and Turkmenistan. It is also of emotional and ethical
value, as many people care greatly about the wildlife and habitats in
their region and feel that it deserves to be protected,
The importance of protection and sustainable management of
biodiversity is increasingly recognised not just by ecologists and
ministries for environmental affairs and natural resources, but also
by water managers, and fisheries authorities. More and more commercial
enterprises that depend on biodiversity or that can have a major
impact on biodiversity are becoming involved in biodiversity issues.
СЕР wants to develop a Biodiversity Strategy and Action Plan that
is based on the best knowledge available - this refers not only to
ecological expertise but
also to the specialist knowledge of the people who work and live with
biodiversity;
focuses on the most Important issues;
takes into account the many different interests of the people who live
and work in the
Caspian region;
suggests solutions are realistic and practical;
- has the support of as many stakeholders as possible,

To achieve this, we have the honour of inviting you to take part in
the development of the Caspian Biodiversity Strategy and Action Plan.
We believe that your experience and expertise will contribute greatly
to the development of a BSAP that meets the criteria listed above.
You will receive the first outline of the BSAP in a few weeks time (on
or around November 1). This outline will identify the main problems
for Caspian biodiversity, but will also look at opportunities for
improvement and change. You are invited to give your views and
comments on this outline. The comments received will be used to
develop a more detailed Strategy and Action Plan, which will also be
sent to you for your comments. Two workshops are planned (In December
2001 and February 2002) which will provide an opportunity to discuss
the BSAP in more detail and further develop suggestions for action
which will be effective and realistic, and will be acceptable to the
many organisations, institutions and individuals who are directly or
indirectly involved in the sustainable management of Caspian
biodiversity,
