BIODIVERSITY PROBLEMS ALONG BAKU-SUPSA IN FOCUS

The mammal researchers society of Azerbaijan has embarked on
implementation of the program of studying bio-diversity
problems along the Baku-Supsa oil pipeline.

This is the second part of the program, as the first was carried out in
January-May. Georgian researches are engaged in a
similar study on the territory of Georgia. Results of the investigation
will be released in early 2002.

Fund

Baku, November 2, 2001. (CNA). On Accounting Chamber new bill has been
already prepared and will be submitted to the Azeri parliament, the Chairman
of Azeri Accounting Chamber Namig Nasrullayev said. The former Economy
Minister mentioned that in the new bill the Accounting Chamber along with
the budget expenditures controlling would also control the expenditures of
the Oil Fund and currency reserves of the state. -OK-

PUTIN MAY SET UP STATE COMMISSION TO MONITOR NATURAL
RESOURCES EXPORTERS. Following an audit which determined that most
Russian natural resource exporters violate their licenses, "Kommersant-
Daily" reported on 9 November that the presidential administration is
considering establishing a special presidential state commission to take
direct control over all mineral exports. The government has already
expanded its control over the export activities of state-owned
enterprises, "Rossiiskaya gazeta" reported the same day. VY

COMPANIES FORM GROUP TO PROMOTE GOOD CORPORATE GOVERNANCE. A
group of major Russian enterprises including Norilsk Nickel, YUKOS, and
others formed a Russian Institute of Directors for the Improvement of
Corporate Governance on 8 November, Interfax-AFI reported. The new
institute will help to develop economy-wide standards of corporate
behavior, including rules about handling minority stockholders and
conducting audits of firms, the news service said. PG

/20:20 08.11.2001/ CPC pipeline is the most dangerous from all projects of
the Black Sea and Caspian Sea basins

Moscow, November 8, 2001. (CNA). Independent environmentalists state that
Caspian Pipeline Consortium (CPC) is the most dangerous from all projects of
the Black Sea and Caspian Sea basins. It is dangerous from the point of view
of ecology, bio-system of the region and vital activity. The independent
Ecological Service for the Northern Caucasus and International Social and
Ecological Union share such opinion, which conduct regular monitoring of
ecological state in these regions.
Document received by CPC points out that ecologists call upon the Caspian
Pipeline Consortium to keep up demands for secure exploitation of the
terminal in South Ozereyevka and the entire project. They suggest holding
city ecological referendum for permissibility of CPC functioning in the
region of South Ozereyevka populated area, which is resort zone. They also
suggest to carry out international ecological expertise of this project.
It shoud be stressed that, on October 1, 2001, the human rights activist,
the Chairman of the Democratic Forum fund Mikhail Konstantinidi, who
repeatedly declared against the Caspian Pipeline Consortium (CPC), was
sentenced to the 5-year imprisonment with expropriation. He is accused of
swindling and grand larceny and illegal rendering juridical services to
people at extra cost while being a member of the Bar. Besides, the
ecologists consider that real reason of Konstantinidi¦s pursuit was his
active participation in the public ecologic activity within 10 years. The
activist took part in the actions for prohibiting construction of units in
100-meter shore area and prohibiting import and transportation of the
so-called "Austrian garbage" - the acetic acid and grainy sulfur via
Novorossiysk. The central role he played in struggle against the CPC oil
pipeline construction.

/11:50 08.11.2001/ Prospect drilling on Cheleken area in Turkmenistan started

Ashkhabad, November 8, 2001. (CNA). Mobil Exploration & Producing
Turkmenistan Inc. US company started drilling the first prospect-exploration
well on Cheleken area of Turkmenistan situated onshore, 6 km from the
Caspian Sea. ExxonMobil company in Turkmenistan informed CNA that the
drilling program is a new stage of the Production Sharing Agreement (PSA)
signed for 25 years with Turkmen government in July 1998. The budgeted depth
of the well is about 5,300 meters. The drilling is to be completed by
beginning of 2002. -OK-

Moscow, November 5, 2001. (CNA). The hydrocarbon resources and perspective
oil and gas fields on the Caspian Sea more and more attract the foreign
investors, the fact that the Krasnodar territory became the second after
Moscow Russian region for volumes of foreign investments attracted in 2000,
approves it. According Expert rating agency, about 22% of all foreign
investments to Russia last year (USD 959 million) fell to the share of the
Krasnodar territory, that is twice more than in 1999. Most attractive for
investments the foreigners consider the Caspian Pipeline Consortium, the
Blue Stream gas project and also the oil-processing complex of the region.

Baku-Ceyhan oil pipeline

Baku, November 5, 2001. (CNA). The US Chevron and Texaco companies, which
completed the fusion two weeks ago, intend to purchase 10% shares in sponsor
group of Baku-Tbilisi-Ceyhan oil pipeline construction project, the
representative of the Azeri State Oil Company (SOCAR) informed CNA. The
process of involving the US oil companies’ alliance will take place
owing to 10% SOCAR shares in Baku-Tbilisi-Ceyhan project purchase. The Azeri
SOCAR will possess 35% shares in this action. The other companies to
participate in the sponsor group of the main export oil pipeline from the
Azeri fields of Chirag, Azeri and Guneshli are LUKOIL Russian largest oil
holding and Alberta Energy second largest Canadian oil company. -OK-

Moscow, November 06, 2001. (CNA). The annual Caspian-Black Sea forum will be
founded during the "Oil and security" round table, scheduled for early December,
2001, deputy of the head of Russian Social and Political center Sergey Mikhailov
said.
According to Mikhailov the organizers believe, that "Oil and Security" forum have
to unite both Caspian states and European and Western states as a whole. Thus,
representatives of some European and Southern Caucasian states, as well as Russia,
Kazakhstan, Azerbaijan and Iran expressed their readiness to take part in the works
of the forum. Talking on Turkmenistan, Mikhailov expressed hope, that Ashkhabad
would not ignore the meetings of five littoral Caspian states as it used to do
earlier".
Social and Political center is ready to cooperate with another forums and units,
interested in problems of Caspian region. He mentioned both International Caspian
forum, established on October 25-27 in Derbent by the initiative of the Russian
Institute of Federalism and "Caspian: perspectives and problems" annual seminar,
expected to be held in late December, in Tehran.EE

modernization

Moscow, November 06, 2001. (CNA). LUKOIL company intends to invest USD 75 million
in Shelf-2 floating drilling unit modernization in 2002, company’s press
office informed.
The drilling unit is intended for 7.500 meters depth drilling. The company intends
to use it on Yalama (D-222) block in Azeri region of the Caspian Sea, and in
Northern (Russian) part of the sea.
According to the press office, Shelf-2 marine drilling unit is scheduled to be set
on the sea by the end of 2003 - beginning of 2004. The common expenses of drilling
unit modernization was estimated for USD 225-250 millions. EE

arranged on joint struggle against poaching

Moscow, November 6, 2001. (CNA). The Caspian News Agency received a joint press
release from the State Fishery Committee and State Customs Committee of Russia. It
reads, "The work meeting between Chairman of State Customs Committee Mikhail Vanin
and Chairman of State Fishery Committee Eugeny Nazdratenko took place yesterday,
November 5, in the State Fishery Committee. Getting acquainted with the National
Monitoring Center, which is uniquely equipped and let the State Fishery Committee
get on-line information from satellites of Inmarsat system, Vanin mentioned that the
center gives new opportunities for interaction between the two structures. It is
extremely important concerning the current state. "Poaching trade in Russia arouses
serious anxiety. Owing to the mass poaching the industrial sturgeon fishing in the
Caspian and Aral Seas can be stopped in the nearest years," Nazdratenko said. -OK-
