Azerbaijani and Georgian government representatives came closer during talks in London last week to resolving their disagreements over transit tariffs for the planned export gas pipeline from Azerbaijan via Georgia to Turkey, according to Reuters on 19 September, as cited by Groong. Georgian State Oil Company Chairman Giorgi Chanturia said the London talks addressed the possibility that Georgia might receive part of the tariffs in cash and part in the form of gas at a fixed price. He said a further round of talks will be held next week in Baku, and expressed the hope that Georgian President Eduard Shevardnadze would travel to the Azerbaijani capital to sign the final transit agreement before the end of this month. The signing ceremony was originally scheduled for late July but was cancelled at the last minute because of the tariff disagreement. Natik Aliev, president of the Azerbaijan State Oil Company SOCAR, has filed suit for a second time against Azerbaijan National Independence Party Chairman Etibar Mamedov in connection with the latter's allegations last month that up to 1.5 million tons of oil is illegally exported from Azerbaijan via Iran every year (see "RFE/RL Newsline," 16 August 2001). A Baku district court ruled on 14 September that Mamedov must publicly apologize for those allegations, but Mamedov's lawyer said he will appeal that ruling. Aliev has now demanded that Mamedov make a payment of 100 million manats ($213,200) to a Baku children's home in compensation for his incriminating statements. After talks with President Nazarbaev in Astana on 24 September, Saudi Arabia's Oil Minister Ali al-Naimi told journalists that it is in the interest of all countries that are exporters of petroleum to propose that Kazakhstan join OPEC, Interfax reported. He added that Kazakhstan will attend an OPEC conference in Vienna on 26 September as an observer. But regardless of whether or not Kazakhstan becomes an OPEC member, al-Naimi said, his country will expand cooperation with it in the oil and gas sector. Kazakhstan's Energy Minister Vladimir Shkolnik said Kazakhstan may join OPEC "in a year or two." The Conference participants advised to invite representatives of special services of other countries, which are taking part in the abovementioned projects, including Georgia and Russia. The presidents of Azerbaijan and Georgia, Heidar Aliev and Eduard Shevardnadze, signed a formal agreement on 29 September in Baku on the export of Azerbaijani natural gas (not oil, as reported in "RFE/RL Newsline" on 27 September) via the Baku- Tbilisi-Erzerum pipeline. That agreement was originally scheduled for signing two months earlier, but delayed due to the two sides' inability to reach agreement on transit fees (see "RFE/RL Newsline," 7 August and 21 September 2001). A parallel intergovernmental agreement was signed by Georgian International Oil Company President Giorgi Chanturia and Azerbaijani Fuel and Energy Minister Medjid Kerimov. ITAR- TASS quoted Natik Aliev, president of the Azerbaijani State Oil Company SOCAR, as saying that between 2004-2009 Georgia will receive $2.50 for each 1,000 cubic meters of gas, rising gradually over the next 20 years to a maximum of $5. According to Georgian Foreign Minister Irakli Menagharishvili, separate agreements will be negotiated annually between 2004 and 2018 to determine what percentage of the transit tariffs Georgia will receive in cash and natural gas respectively. In addition, Georgia will receive 5 percent of the gas exported via the pipeline free of charge, and will have the option of purchasing a further 500 million cubic meters at a price of $55 per 1,000 cubic meters. The initial throughput capacity will be 2 billion cubic meters per year, rising to 6.6 billion cubic meters in 2018.
