During talks in Baku on 31 August with visting Russian Deputy Foreign Minister Viktor Kalyuzhnii, Azerbaijani President Heidar Aliev suggested that the five Caspian littoral states should first reach agreement among themselves on dividing the sea bed into national sectors, and only then proceed to discussion of whether and how to divide the waters and surface, Turan and Interfax reported. Kalyuzhnii expressed regret at the delay in reaching an agreement on the legal status of the sea, and hinted that Azerbaijan should attempt to "meet Tehran halfway," a suggestion that Aliev rejected. Iran's claims on several oil deposits in what is currently regarded as Azerbaijan's sector of the Caspian are on the agenda of Aliev's visit to Tehran later this month, a visit that Kalyuzhnii said will prove crucial to resolving the disagreements between littoral states. Up to 1.5 million tons of oil are illegally exported from Azerbaijan via Iran every year, Azerbaijan National Independence Party Chairman Etibar Mamedov told journalists in Baku on 15 August, according to Turan. Mamedov said that he based that claim on "foreign diplomatic sources," and that the involvement of Iran in those exports is the primary reason why the Azerbaijani leadership has not reacted more strongly to Iran's claims on Azerbaijan's sector of the Caspian Sea. He also said those clandestine exports are one of the reasons for the IMF's suspension of credits to Azerbaijan. Total oil production by Azerbaijan's state oil company SOCAR was 9.01 million metric tons in 2000 and 3.7 million tons in the first six months of 2001. Of that latter amount, 1 million tons of oil and oil products was legally exported. The program focuses on environmental protection, development of the region's infrastructure, and the gradual replacement by Kazakh specialists of foreign personnel currently employed by foreign oil companies. Interior Ministry officials in Daghestan said on 29 August that an oil pipeline there burst following an explosion, Russia and Western news agencies reported. The officials said that the most likely explanation for the leak is "a terrorist act," but they indicated that it might have been caused by criminals seeking to divert oil from the pipeline without paying for it. No oil was being pumped through the pipeline at the time of the blast -- Azerbaijan had already filled its quota for August -- and as a result, there was only a minor spill of oil into the Caspian Sea. The Offshore Kazakhstan International Operating Company, or OKIOC, announced on 29 August that it has renamed itself AgipKCO for the Agip Kazakhstan North Caspian Operating Company, the Megalopolis agency reported. The company said that this change of name reflects the fact that Agip is now the sole operator of the project. PG RADIO FREE EUROPE/RADIO LIBERTY, PRAGUE, CZECH REPUBLIC RFE/RL NEWSLINE Vol. 5, No. 165, Part I, 30 August 2001 *** THE BLUE CURRENT PROJECT IS AN ENVIRONMENTAL DISASTER Mr. George Gachechiladze, Leader of the Georgian Greens, says that the implementation of the Blue Current Project in the Black Sea for transportation of Russian gas to Turkey is an environmental disaster. As Mr. Gachechiladze informed news agency Prime News construction of this gas pipeline is an action against Georgia and is an alternative of the Azerbaijan-Georgia-Turkey pipeline. Mr. Gachechiladze states, that the Georgian authorities have a deal with Russia and so they do not give information to the public. The Greens Party of Georgia is going to organize protest actions against the implementation of the Blue Current Project at the State Chancellery of Georgia. Mr. Gachechiladze considers, that the legislative body of the State must express its attitude towards this issue. The specially equipped Italian vessel "Sipem 7000" reached the Black Sea through Bosphorus and started installation of the pipeline sections. In connection with these activities, the Turkish environmental organizations are conduction protest actions.
