Dear Friends, In March 2002, ISAR: Initiative for Social Action and Renewal in Eurasia will hold a conference in Astrakhan, Russia entitled "Coordinating NGO and Donor Priorities for Environmental Protection Projects in the Caspian." The conference will be the fifth in a series of meetings and seminars organized by ISAR's Caspian program, which brings together environmental nongovernmental organizations (NGOs) from Azerbaijan, Georgia, Iran, Kazakhstan, Russia and Turkmenistan. The program is financed by the United States Agency for International Development (USAID), the Academy for Educational Development, the Central Eurasia Project of the Open Society Institute, Rockefeller Family Associates, and the Trust for Mutual Understanding. With each day, community organizations in the Caspian Basin work more actively to resolve the region's growing environmental problems. We at ISAR believe it is time to begin an open, constructive dialogue among NGOs and organizations and funders that are financing environmental projects in the Caspian. Through this process, we hope to reach consensus on the environmental priorities for the Caspian region and create positive conditions for the development of community-based environmental protection initiatives in the region. The upcoming conference is the first concrete step in this direction, and it will provide a forum in which to: · Present the results of completed projects that demonstrate the capacities of NGOs to resolve environmental problems in the Caspian region at the local, national and international levels and to develop intersectoral and interregional collaboration and open information exchange; · Discuss the principles and mechanisms for integrating the resources of international donors, government, business and local and international NGOs; · Initiate the creation of a Caspian NGO-Donor's Forum and a community advisory board for the Forum to ensure a transparent mechanism for choosing priorities and evaluating the results of environmental protection programs and projects in the Caspian; · Conduct NGO training on fundraising, evaluation and project presentation; · Compile and publish a collection of projects for the "Caspian NGO Environmental Protection Investment Portfolio" to be used as a tool in the search for potential partners and sponsors; Selection of projects for the "Caspian NGO Environmental Protection Investment Portfolio" will be determined by ISAR's Caspian program Advisory Board. The projects must be aimed at resolving regional environmental problems and relate to one of the following topics: · Public environmental monitoring; · Biodiversity conservation; · Alternative paths for the economic development of the region (ecotourism, sustainable energy, sustainable agriculture, etc.); · Monitoring TNC activities, public environmental assessments and hearings, legal initiatives and lawsuits; · Intersectoral information exchange and environmental awareness. The Portfolio will include only those projects, which have NOT YET received financial support. Conference participants will be selected from the pool of organizations that have submitted successful Portfolio applications. ISAR's Caspian program is able to finance the participation of five NGO representatives from each of the following countries: Azerbaijan, Georgia, Iran, Kazakhstan, Russia and Turkmenistan.
