For instance, local engineers are paid 10 times as little as expatriate personnel, she said. The reason for the discrimination is that there are no trade unions, medical insurance and privileges for national staff, she thinks. Mrs. Gahramanli accused such foreign companies of breaking the labor legislation and the "fair payment for labor" principle. According to her, the operations of overseas oil companies are causing more damage to the environment than the Gabala Radio Location Station. www.top.az *** Oil, Gas Bill Being Discussed A draft law "On oil and gas" has been forwarded to the Ministry of Fuel and Energy for consideration after being processed at the permanent parliamentary commission on energy, ecology and natural resources. As the bill had been devised before the Ministry was set up, it needs some amendments.The draft is likely to be adopted in early 2002, a SOCAR source told AssA-Irada Wednesday. In case the draft law is passed, the parliament will not have to ratify PSAs. www.top.az *** Caspian Flooding Damage Put At Over $10 Bln The rise in the Caspian Sea level has done $12 billion of damage to the agriculture, industry, infrastructure and economy of Azerbaijan since 1977, chairperson of the permanent parliamentary commission on natural resources, energy and ecology Asya Manafova told an international science and practical conference, "Emergency problems and human life safety". According to her, sustaining substantial damage are flooded fisheries, as their revival needs a good deal of money and time. The conference, which was underway in Baku on September 17-18, focused on legal framework to resolve natural and industrial emergencies, their geological aspects, avoidance of accidents when carrying dangerous substances, potential outcomes of nuclear warfare, risk management under emergencies, and preparedness of the population and state services for powerful quakes.However, according to chairman of the international scientific and research complex, "InterGeo-Tetis", Elchin Khalilov, no quakes are yet anticipated in Azerbaijan. www.top.az *** AZERBALIQ State Concern Abolished President Aliyev decreed Wednesday to abolish the "AzerBaliq" state concern, while its enterprises and organizations, outside those bound for privatization, have come under control of the Ministry of Ecology and Natural Resources. 60 "AzerBaliq" enterprises were put at the Ministry's possession for denationalization under a presidential decree dated March this year. 10 of these enterprises have been converted into joint stock companies ready for privatization. www.top.az *** Common Convention On CASPIAN Preservation A Must A project, "Internationalization of environmental problems under the development of Caspian oil fields", which got under implementation in late 1999 with financial backing from the Soros Foundation "Research Boost Scheme" program, has drawn to a close. The project executive, Dr. in Chemistry, fellow of the International Academy for Steady Development Islam Mustafayev quotes some sources (US State Department, Commercial Department, the Center for Strategic and International Researches in Baku) as estimating oil reserves in the Caspian shelf at around 20 billion tons. Foreign oil companies operating in Azerbaijan discriminate against Azerbaijani employees by paying them substantially less than they pay Western staff, Turan quoted the chairwoman of the Committee for the Rights of Oil Industry Workers, Mirvari Gakhrimanly, as saying at a seminar in Baku on 19 September. She claimed that British specialists are paid $8,000-$10,000 per month and those from the Near East $5,000-$6,000 per month, while Azerbaijanis receive only $600-$1,200. She added that Azerbaijani employees of foreign oil companies are not permitted to join trade unions, and consequently there is no official body to represent their interests. Deputy foreign ministers from the five Caspian littoral states ended a three-day meeting in Astana on 21 September without initialing a draft document on the legal status of the Caspian Sea, Interfax and RFE/RL's Kazakh Service reported. That document was to have been signed by the presidents of the five states at the Caspian summit most recently scheduled for November or December 2001. But Kazakh First Deputy Foreign Minister Nurtai Abyqaev told journalists that the deputy foreign ministers will probably meet again in December in Moscow to resume work on the draft, implying that it is unlikely that the summit will take place before then.
