THIRD REGIONAL WORKSHOP

ON BIODIVERSITY


The Caspian Regional Thematic Center (CRTC) for Biodiversity of the regional Caspian
Environment Programme (CEP) will hold third regional workshop on assessment of
transboudary priorities of the Caspian biodiversity in Atyrau, Kazakhstan on 12th, 13th and
14th of September.

The workshop will discuss on the following issues:

· Regional report on Caspian Biodiversity (discussion and approval)
· Presentations of National Caspian Action Plans on Conservation of Caspian Sea Habitats
· Impact of invasive species on Caspian biodiversity, in particular Mnemiopsis
· CEP biodiversity database
· Caspian Strategic Biodiversity Action Plan
· Permanent Biodiversity Centre for Atyrau

All the littoral countries participate in the Workshop on the level of experts. Representatives
from the CEP's CRTC for Desertification and CRTC for Fisheries and Bioresources, as well as
private sector in the face of bp Azerbaijan, Agip KCO, Chevron and Shell and local NGOs
participate in the Workshop.

own Scholar Support Fund, IREX supports the following programs:


CASPIAN SEA REGIONAL POLICY SYMPOSIUM
IREX, in collaboration with the Woodrow Wilson Center for International
Scholars, will hold a symposium for senior and junior US scholars to discuss
a variety of political, economic, historical, and cultural topics related to
the Caspian Sea Region. Junior scholars will be chosen based on a national
competition. Applications must demonstrate a commitment to continued study,
research, and work on and with the countries of the Caspian Sea Region. The
symposium is scheduled for Spring 2002 in the Washington, DC area.

BLACK AND CASPIAN SEA COLLABORATIVE RESEARCH PROGRAM
Grants of up to $25,000 to a collaborative team of graduate and/or
postgraduate scholars conducting research for up to one year, focusing on
issues of practical relevance and current interest to academic, corporate,
and policymaking communities. The collaborative team must consist of a
minimum of three people: at least one US citizen or permanent resident and
at least two citizens and current residents of two different countries of
the Black and Caspian Sea region at the time of application.

IREX is pleased to announce an open competition for the FSA Contemporary
Issues Fellowship Program. The deadline for this application is November 23, 2001.

The FSA Contemporary Issues Fellowship Program, a program of the Bureau of
Educational and Cultural Affairs, US Department of State, funded under the
Freedom Support Act and administered by the International Research &
Exchanges Board (IREX), provides opportunities for experienced professionals
and specialists from the New Independent States (NIS) to conduct
policy-oriented research in the United States for four months.

This is a fully funded fellowship, covering travel, housing, stipend,
medical insurance, and a professional development allowance. Fellowships are
available to citizens of all 12 NIS countries, including: Armenia,
Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyz Republic, Moldova, Russian
Federation, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.

All applications must contain developed and focused research projects that
are policy-driven and have practical application in the NIS. Research
projects must address one of the five following categories:

* Sustainable Growth and Economic Development of NIS Economies in
Transition
* Democratization, Human Rights, and the Rule of Law
* Political, Military, Security, and Public Policy Issues
* Strengthening Civil Society
* Communications Revolution, and Access to Information

Professionals eligible for the program include (but are not limited to) the
following: government officials on the national, regional, and local level;
leaders of nonprofit, nongovernmental organizations; library and information
science specialists; public health administrators; economists; journalists;
managers; ecologists; consultants; political analysts; foreign policy
experts; lawyers; Internet specialists; and other practitioners.

At the time of the deadline, applicants must be at least age 24 but no older
than age 55, have an academic degree of diplom or above, have at least three
years of professional experience in the topic of their research, and possess
a level of English language proficiency adequate to conduct independent
research in the United States. Other eligibility requirements apply. Refer
to the program application for more details.

Applications for the FSA Contemporary Issues Fellowship Program can be
obtained and submitted by contacting IREX field offices and representatives
in the NIS. Applications are also available at Educational Information
Centers (EIC) and at Internet Access and Training Program (IATP) Public

Request for proposals to the Society of Wetland Scientists' Ramsar
Support grant program

The Society of Wetland Scientists (SWS) is soliciting proposals for
their Ramsar Support Grant Program, which was established to advance
Ramsar Convention objectives, including the selection, designation,
management, and networking of Ramsar sites; and the promotion of
Ramsar's Wise Use guidelines. Two to four projects are funded each year
at a level of US $5,000 on a competitive basis as reviewed by a 4-member
Evaluation Committee.

Only applicants working on Ramsar-related activities in countries that
are on the Organization for Economic Cooperation and Development,
Development Assistance Committee (DAC) List of Aid Recipients are
eligible to receive grants under this program, and priority is given to
applicants from countries below the threshold for World Bank loan
eligibility. (The OECD DAC List of Aid Recipients can be found in the
internet at www.oecd.org/dac/htm/daclst2000.htm). Proposals for which
Principal Investigators are not based in a DAC-eligible country or that
request a significant portion of funds for international travel or
institution overhead typically will not be awarded. SWS will only
consider funding projects that will be completed in one calendar year.
Proposals and end products must be in English.

Previous Awards
In 1999 SWS awarded a grant to the Wetlands International Cambodia and
Mekong Programme to develop in-country expertise to monitor seagrass
beds and coral reefs and to nominate a site to the Ramsar List, and to
Dr. Eduardo M. da Silva of the Federal University of Bahia, Brazil, to
support his efforts to nominate a wetland from the State of Bahia to the
Ramsar List. Four grants were awarded in 2000, using $10,000 allocated
by SWS, and matching funds from the U.S. Fish and Wildlife Service
Division of International Conservation. Mr. Paul Mafabi, Programme
Coordinator of Uganda's National Wetlands Programme and Assistant
Commissioner of the Wetlands Inspection Division of Uganda's Ministry of
Water, Lands and Environment, received a grant to develop and publish
wetland wise use guidelines. Dr. Milan Valachovic of the Slovakia
Institute of Botany received a grant to produce and publish the third
volume of Plant Communities of Slovakia, Wetland Vegetation. Mr. Sergio
Gabriel Domber, Manager of the Parque Nacional Laguna Blanca, received a
grant to make improvements to the Laguna Blanca National Park Visitor
Educational Center, train interpretive personnel, and prepare an
educational pamphlet, in support of the Laguna Blanca National Park
General Management Plan. And Mr. Edgar Gonzales of the Asociacion
Kechua Aymara para la ConservaciСn de la Naturaleza y el Desarrollo
Sostenible (ANDES) and Indigenous People's Biodiversity Network (IPBN),
NGOs based in Peru, and Mr. Francesc Giro, Director of Fundacion Natura,
an NGO based in Spain, received a grant to prepare a management plan for
Huacarpay wetland as an initial step to lead to eventual designation of
the site to the Ramsar List.

The Ninth International Seminar on Central Asia and the Caucasus: The
Caspian Sea; Prospects and Challenges
22-23 December 2001

Situated alongside ancient trade routes, the Caspian region has historically
served as the crossroad of great civilizations. Within less than a decade
that followed the Soviet disintegration, this region has assumed
considerable strategic significance, attracting worldwide attention. At the
present juncture, the stability and development of this region are
threatened by competing economic, political, and strategic interests. It is
beset by a plethora of unresolved ethnic and political conflicts. In this
light, an evaluation of the impacts of various trends unfolding in the
region will invariably affect the future of interactions and regional or
international cooperation in this corner of the world.

In the context of its triadic objectives of disseminating international
relations literature, encouraging regional research and conducting studies
on the Islamic Republic of Iran's foreign policy, the Center for the Study
of Central Asia and the Caucasus at the Institute for Political and
International Studies will organize the Ninth International Seminar on
Central Asia and the Caucasus in 22-23 December 2001 in order to contribute
to the study of developments in the Caspian region.

Against this backdrop, interested observers, academics, and researchers are

Committee.
