Internet users voted a number of questions including environmental once. Question 1: "Is it more important to use the Caspian resources than to leave them untouched because of environmental concerns?" 77% of users gave their votes to preserve the resources. This significantly exceeded the number of users voted for exploitation of the Caspian resources - only 23%. The results shocked us much: the economic factor, a constant leader of human interests and priorities, yield to the Caspian well being! This is how the economic lost to the environment- Question 2: " It is possible to balance human needs with care for the environment?" 80% of respondents were quite confidential that the balance is possible - "Yes", and only 20% were not very optimistic (may be realistic?) - "No". It gives a lot of "food for thought" for sociologists. Question 3: "Must the Caspian environment be protected at all costs?" 85% of respondents voted for "Yes", in other words "do it or die", and only 15% said "No". This witnessed that people are ready to strive to protect the Caspian at all possible costs. The voting was done for the first time. The questions will be changed periodically and will be of various kinds. A number of questions related to the Caspian legal status has already been composed and are waiting for the October Summit. Having visited the CEP web site you get a chance to vote for or against the questions following your conciseness, point of views and belief. Source: PPA Azerbaijan NEWS AGENCY "TREND" reported on a fifth session of Working Group for the Development of Convention on Legal Status of the Caspian Sea on September 18-20, 2001 in Astana, Kazakhstan (the Working Group members are deputy ministers of five countries). The Kazakhstan Embassy for Azerbaijan spread the news. The Ministry of Foreign Affairs of Kazakhstan has already sent a letter of advice to the littoral Caspian countries. The second part of the Declaration, which is to be adopted during October Summit of the heads of five Caspian countries in Turkmenbashy, will be discussed in Astana. Source: TREND News Agency AURHUS CONVENTION IS TO COME INTO FORCE ON THE 30TH OCTOBER 2001 As reports the UN/ECE 17 countries had ratified Aurhus Convention on access to information, public participation in decision-making and access to justice in environmental matters. Among those countries are Albania, Armenia, Azerbaijani, Byelorussia, Denmark, Estonia, Georgia, Hungary, Italy, Kazakhstan, Kirgizstan, Macedonia, Moldavia, Rumania, Tajikistan, Turkmenistan and Ukraine. Thereby the Convention will become effective already in October 2001. Aurhus Convention is not only extending environmental decision-making opportunities for public participation but also guarantees access to justice for citizens to protect their rights. Henceforth the Caspian countries gained new opportunities in integration in the areas of international education and sea ecosystem research. http://www.ioinst.org AZERBAIJAN JIM ARMSTRONG SAYS STURGEON PRODUCTION STILL AVAILABLE IN THE MARKETS OF AZERBAIJAN The delegation of the Convention for International Trade of Endangered Species of Wild Fauna and Flora (CITES), headed by Mr. Jim Armstrong, concluded their 5-day visit to Azerbaijan on August 3, 2001. The delegation came to investigate Azerbaijan's execution of its obligations to eradicate the illegal sturgeon trade. Those obligations had been undertaken at the Paris summit of the CITES Permanent Committee. Azerbaijan is the first state the CITES delegation has visited. The second delegation will come to Baku soon to learn the measures undertaken to reduce the illegal catch. The Cas?ian states and the CITES are worried about the reduction of the sturgeon ?o?ulation. Mr. Armstrong told TURAN the CITES included sturgeon s?ecies into the list of endangered ones in 1997. The illegal catch is 10-12 times more than the legal quota. To ?rotect the s?ecies from annihilation, the CITES Permanent Committee banned the catch from 20 July 2001 to the end of 2002. Source: TURAN News Agency "Echo" newspaper reported on forthcoming visit of a special envoy to the Caspian Sea from I.R.Iran, Ali Akhani, who arrives to Baku, Azerbaijan on August 24, 2001 with a two-days visit. Mr. Akhani will be having meetings with the Azerbaijani President, Heydar Aliyev, and the Minister for Foreign Affairs, Vilayat Gouliyev, and his deputy Khalaf Khalafov. Mr. Akhani is also supposed to find out the stand of the Azerbaijani State Oil Company (SOCAR) and oil company BP on disputable deposit Alov-Sharg-Araz. Worth mentioning is a visit of American diplomat Elizabeth Jones to Baku, Azerbaijan in the nearest future. A discussion about recent developments in the Caspian Sea is on agenda. Source: "Echo" newspaper PRESIDENT ALIYEV TO VISIT IRAN IN SEPTEMBER 18.08.01--BAKU--The Azeri President Heydar Aliyev will pay a visit to the neighboring Islamic Republic of Iran in September 2001. It was announced during a phone talk between the foreign ministers of Azerbaijan and Iran that the visit would be paid in the second half of September. The two heads of state are expected to discuss the urgent problems existing in bilateral relations, as well as sign a number of agreements. The Caspian problem is expected to top bilateral discussions. It should be noted that the Minister for National Security of Azerbiajan, Namig Abbasov will pay a visit to Iran one day before President Aliyev's visit. Source: ANS The U.S. Under-Secretary of State Elizabeth Jones had accomplished her visit to Baku, Azerbaijan. A discussion about recent developments in the Caspian Sea took place. As IRNA reports, Iranian Foreign Ministry Spokesman Hamid Reza Asefi said the American diplomat Elizabeth Jones has made provocative statement in Baku: "Iran's actions do not help to resolve the boundary dispute between the two countries," Elizabeth Jones said. Asefi said that the Islamic Republic of Iran is interested in bolstering relations with neighbouring states and the Iranian Foreign Minister Kamal Kharrazi accepted an invitation from his Azeri Foreign Minister Vilayat Kuliyev to dispatch a ranking Iranian delegation to Azerbaijan and assigned Deputy Foreign Minister for Euro-American Affairs Ali Ahani to visit Baku. Source: IRNA Today is the second day of visit of a special envoy to the Caspian Sea from I.R.Iran, Ali Ahani, who arrived in Baku, Azerbaijan on August 27, 2001. As reports "ANS" new agency Mr. Ahani stated that IRI is for peaceful negotiations of all disagreements between IRI and Azerbaijan and will not change its stand. Mr. Akhani also pointed out that involvement of other countries to resolve the conflict is undesirable. Source: ANS IRAN CASPIAN POLLUTION REACHES DANGEROUS LEVEL Tehran, Aug 19, IRNA -- Oil pollution in the Caspian Sea has reached a dangerous level, press Sunday cited an environmental head in the northern Mazandaran province as saying. The English-language Kayhan International quoted Nasser Mehrdadi as saying that "the flow of the industrial waste as well as slick from oil exploration and extraction" by unnamed coastal states of the Caspian Sea "has taken up a dangerous turn and warned of their grave consequences." Source: IRNA TURKMENISTAN The President of Turkmenistan announced on the national TV that the summit of the Caspian littoral countries will be postponed to November or December at the request of the Presidents of IRI and Russian Federation. Turkmen TV News Agency "Turan" reported that the Caspian legal status issue was on the spot during the meeting between the President of Turkmenistan, Saparmurat Niyazov, and the US charge-de-affairs, Erik Shultz. Turkmen sources report that a mutual understanding to the use of disputable marine mineral resources through negotiations had been shared and expressed during the meeting. President S. Niyazov expressed a hope that the forthcoming October Summit of five littoral countries will be an important breakthrough. Source: TURAN News Agency The President of Turkmenistan has signed a decree approving the "National Oil Spill Response Plan" Source: Neutral Turkmenistan, August 22, 2001 RUSSIA Oil leak from Dagestan polluted Caspian Sea ITAR-TASS reported about an oil flow to the Caspian Sea from Dagestan yesterday. Despite word from Makhachkala that the Caspian Sea was no longer threatened with oil leak pollution, oil has flown into the River Achesa and the Caspian Sea on August 29, 2001. Sources in the Emergencies Ministry of the Republic of Dagestan earlier told that no more than 20 cubic metres of oil had leaked out of the damaged pipeline and no more than one cubic metre got into the Caspian Sea. The duty officer in Moscow said a considerable amount of oil had run out of the damaged pipeline by 02.25 Moscow time [four hours ahead of gmt] on Wednesday when specialists located a 50 by 850 mm hole supposedly made in the pipeline by an explosion, the sound of which had been heard in the area at 2250 on Tuesday. Some of the oil had floated downstream into the Caspian Sea. The Baku-Novorossiysk pipeline which pumps oil from the Caspian Sea towards a Black Sea oil terminal had developed a leak in its section located 40 km south of Makhachkala, the capital of Dagestan. Teams of rescuers and repairmen have been working hard since to prevent the spill from reaching the Caspian Sea coast off which special oil-collecting ships took position earlier. At present, the oil sleek in the sea has been sealed off to check its further spread. The Moscow source said a number of versions are in the works, including an act of subversion, although no objective evidence has yet been found to confirm or disprove it. A source in Dagestan also declared earlier that no fresh dents had been found on the pipeline to indicate that it had been damaged by terrorists or subversives. Another source insisted that a sizable hole in the ground resulting from a blast was found later, but the Moscow source said the crack in the pipe had been found in the place where the pipeline was suspended above the River Achesa in Dagestan's Karabulakhskiy District. The second personnel substitution executed by the President, was dismissal of Minister of Natural Resources Boris Yatskevich "owing to transfer to another position". He was replaced by the former Head of Traffic Service Vitaly Artyukhov. These appointments marked initiation of governmental reorganization announced by Prime Minister Mikhail Kasyanov in the end of December last year. According to Mikhail Kasyanov, the president will not confine himself to these personnel substitutions. "The problem of revising governmental structure is still pressing", stated the Prime Minister. 19-21 JUNE, 2001, THE FIRST MEETING ON THE DRAFT CONCEPT AND STRUCTURE OF THE LAW RF "ON CONSERVATION OF STURGEON FISH, THEIR REPRODUCTION, RATIONAL USE AND REGULATION OF CIRCULATING STURGEON PRODUCTS" WAS HELD IN ASTRAKHAN, RUSSIA The Draft was designed by "Center for Legal Provision of Nature Management" (Director General - B.V. Kokotov, Head of Department for Legislation on Aquatic Bioresources - M.L. Kashintsev) on the instructions of State Committee for Fisheries Russian Federation and Committee for Natural Resources and Nature Management State Duma Federal Assembly RF. The main goal of this legislation - "rational use of sturgeon fish at present day, rehabilitation of their stocks and conservation for future generations". The Draft Law provides for state regulation (monopoly) for all processes concerned with use of sturgeons as the state property including studies/research, reproduction, acclimatization, etc., as well as production and circulation of market caviar and other sturgeon products. It was recommended to design the Draft as Law of direct action providing general measures for fisheries regulation, establishment of fish-protection and fisheries reserve areas. ASTRAKHAN REGIONAL FISHERIES COUNCIL SESSION July 27, regular session of Fisheries Council was held chaired by First Deputy Head of Administration Alexander Zhilkin. This advisory body decreed by the Governor a month ago, is intended to coordinate joint activities of research organizations, fish-protection service, fisheries organizations with regional executive power as regards aquatic bioresources. Head of Regional Fisheries Department Mark Karpyuk presented results of fisheries industries for the first half year. Total catches amounted to 42 thousand tons that is 4 thousand tons more than the previous year, comparative sturgeon catches proved to be less (total quota - 180.9 tons). Activities aimed to conservation of aquatic bioresources and poaching control were discussed as well. The speakers noted that the Caspian Sea ecosystem experiences heavy impact from the introduced Azov/Black Sea species - comb-bearer Mnemiopsis; it affected mostly the anchovy kilka. The results of KaspNIRKh expedition to the Middle and South Caspian in April-May 2001, confirm the fact of emergency situation in the basin. Kilka die-off was registered practically throughout the Middle and South Caspian. MAY 30, ENVIRONMENTAL CONTROL SERVICE OF ASTRAKHAN CELEBRATED ITS 10TH ANNIVERSARY The present activities of Specialized Inspection on Environmental Control embraces environmental and natural resources records and assessment, control on the city environment, checking on the industrial and institutional performance, etc. Public awareness, ecological education and enhancement of public ecological culture acquire more importance. "Pure Air" campaign is conducted annually in Astrakhan with the active participation of the municipal ecologists. Appeal to the Governor, Chairman and Deputies of Regional Representative Assembly was adopted by the participants of the meeting; it stated that local community should be involved in decision-making processes that affect interests and life conditions of Astrakhan people. EXPEDITION TO IRAN Members of Astrakhan regional NGO "The Open World" organized an expedition to IRI and climbed its highest point - Demovent mountain. The expedition aimed to strengthen friendly links between our countries as well as develop tourist activities between Russia and Iran. Referring to the Head of Department for Support and Development of Intermediate and Small-scale Business and Tourism Sergey Ryaskov, the idea of such sporting tour was born after the official visit of the Governor Anatoly Guzhvin to Gilan province in May 2001 when an Agreement on Cooperation had been signed. Department plans include development of sports commercial tourism, and organization of cruise routes across the Caspian as well.
