Expansion Of SANGACHAL Terminal To End In 2004
The expansion of the Sangachal terminal will start in late 2001 and complete in mid-2004, the
BP manager for "Shah-Daniz" and Sangachal expansion projects Mike Brown told AssA-Irada Friday.
According to him, equipment will start arriving at the terminal in November-December, while
construction operations are expected to start in 2002 following the approval of EIA. After the
construction work, scheduled to take two and a half years, the terminal will be able to export
both oil and gas. Besides, additional storage tanks for condensate will be built. Expansion of
the terminal is intended to boost the accommodation, storage and export capacities of oil and
gas after the full-field development of Azeri-Chirag and deepwater Gunashli fields.

Drilling On AZERI To Start In Late 2001

Production drilling is expected to commence in central Azeri field later this year as part of
the Full-Field Development program of the Azeri, Chirag and deepwater Gunashli fields. The
drilling will complete in late 2003, head of the BP Phase 1 project George Siler told
journalists Friday. According to him, a total of 48 wells are to be drilled, of which 47
production wells and one for drilling cuttings. 9 wells will be drilled off "Dada Gorgud" and
"Istiglal" drilling rigs prior to the installation of the drilling platform at the site. This
will enable BP to start production shortly afterwards and produce over 10 million tons of oil a
year after 2003. The 48 wells will cover the area of 5 km in the radius. BP (operator) holds a
34.4% stake in the ACG contract, SOCAR 10%, Lukoil 10%, Unocal 10.4%, ExxonMobil 8%, Statoil
8.56%, TPAO 6.75%, Devon Energy 4.81%, Delta Hess 3.75%, and Itochu 3.92%.

FOUR LARGEST OIL COMPANIES FORM INFORMAL CONSORTIUM. The four
Russian oil giants -- Yukos, LUKoil, TNK, and Sibneft -- have set up an
informal consortium that, in the words of one of the participants of the
deal, is to "set a common policy on issues of common interest," "Vremya
novostei" reported on 22 June. Their first joint action has been to
purchase enough advertising on the national television channels ORT,
RTR, and NTV to allow for the live broadcasting of Russian soccer games
through the end of 2001. VY

37 % OF POLLUTION OF AIR IS GENERATED BY OIL COMPANIES

76 % of harmful emissions in the atmosphere of the republic are
generated in Baku, 37 % from this volume is a share of oil companies,
noted Professor Islam Mustafaev, research officer of the Sector of
Radiological Researches of the Academy of Sciences Azerbaijan at the
conference on problems of globalization and cultural integration in the
new century (by the example of Azerbaijan) held in Baku in May.
About 14 thousand hectares of land are oil-cut, the network of pipelines
in the republic is so dense, that in some places it passes through
vegetable gardens and other places of residing of population, he noted.
There is no special burial place for toxic waste, therefore more than 3
million tons of toxic waste are stored in unutilized conditions and
represent a danger, has been noted at the meeting.
As the Head of the Department of the Science of the State Committee on
Ecology, Mr. Octai Jafarov noted, 2 million hectares of land in
Azerbaijan are salted, 0,7 million hectares are erosive, which makes
damage at a rate of more than $1 billion.
In conditions of globalization of the world, alongside with complication
of the ecological situation, a number of the factors towards improvement
of ecology are observed in Azerbaijan. If in the beginning of the
nineties the total emission in the atmosphere in the republic was
600-700 thousand tons, today the total emission is a half of this
volume, which is connected with the reduction of the volume of
processing of hydrocarbons in 3 times. The issues of environmental
impact of oil industry, solution of the problem of impact of energetic
and electrophysical fields have been discussed at the Conference. The
Conference was organized by the State Committee on Ecology together with
the Academy of Sciences of Azerbaijan.

ISSUES OF ENVIRONMENTAL SECURITY AND TRANSPORTATION OF OIL AND GAS
WITHIN THE NATO PROJECT HAVE BEEN DISCUSSED IN BAKU

The 2nd meeting of the parties of NATO In Baku with participation of the
director of the project of NATO "Ensuring of Environmental Security for
Oil and Gas Transportation in the Black Sea and Caspian Regions" with
participation of Dr. Ender Okandan was held in Baku on May 13-15. It has
been mentioned at the meeting that the Azerbaijan sector of the
Baku-Supsa pipeline passes through an unstable erosive landscape,
various types of breakings and displacements. In this connection the
risk groups during operation of the pipeline, issues of conservation of
flora and fauna, setting of strong requirements and security measures in
seismic zones, cutting down of the volume of works in environmentally
sensitive areas, etc. The necessity of creation of the uniform program
of actions for pollution prevention and reduction of load on the
environment in case of accidental blow out of oil and other dangerous
substances, creation of prognostic database on accidents for each
separate spot of the route have been emphasized. The reports of
Azerbaijan, Kazakhstan, Turkey, Georgia, Macedonia and Moldova have peen
presented; the discussions have been carried out. The meeting was
attended by the representatives of Germany, Canada, Norway, Turkey,
Macedonia, Russia, Ukraine, Georgia, Moldova and Kazakhstan. The event
was supported by the Embassy of Norway in Azerbaijan.

/19:54 04.07.2001/ No foreign interference into Caspian Sea problems

Tehran, July 4. (CNA). The problems of the Caspian Sea must be decided without foreign
interference, declared the secretary of Iran's Supreme National Security Council (SNSC), Hassan
Rowhani.
IRNA reports that prior to his meeting with Azeri ambassador to Iran, Abbas Hasanov, he said
that Tehran's understanding with Baku and Ashkhabad would make it possible to reach a consensus
among the five states that border the Caspian Sea on the legal status of the sea.
Touching upon questions of regional security, Rowhani said that Iran, as a border state,
"regards the South Caucasus as a zone of its national security and cannot be indifferent to
changes taking place in this important region".
Rowhani said any changes in the Caucasus are reflected in Iran, so all Caucasian problems
should be decided in the interests of the population of the region and on a basis of justice and
stability.
Iran, for its part, will spare no efforts to achieve peace in the region, Rowhani said.
The regional countries of Iran, Turkmenistan, the Azerbaijan Republic, the Russian Federation
and Kazakhstan are the five states which each has a common border with the Caspian Sea, the
largest stretch of inland water in the world.
It is believed that the Caspian Sea enjoys the world's third largest resource of oil and gas
following the Persian Gulf and Russia's Siberia.

Russia To Meet Ecological Standards In Building Baltic
Pipeline System - PM
Interfax, June 13, 2001

St. Petersburg -- Russia will meet all ecological standards
in building the Baltic Pipeline System, Russian Prime Minister Mikhail
Kasyanov told the press in St. Petersburg on Wednesday following a visit
to construction sites.

In following up on the ecological analysis of the project
by Dutch and German specialists, ways have been devised to deal with oil
leaks and fires, he said.

Last year's decision to speed up the construction is being
carried out, Kasyanov said.

The project is 70% complete with 500 kilometers of pipes
laid and the terminal is 80% complete, he said.

A tanker filled at the BPS terminal will set sail in the
last days of the year, Kasyanov said. He may attend the event, he said.

Russia Proposes Moratorium on Fishing in Its Seas

The chairman of the State Committee for Fisheries, Yevgeny Nazdratenko,
has called for closing Russia's waters, including the Sea of Okhotsk, for
fishing for several years.

Speaking at a press conference on Wednesday, he explained this by the
need to allow marine bioresources, such as Alaska pollack and crabs, to
reproduce themselves. He also called for an immediate end to sturgeon
fishing.

Russia's fishing fleet has to be returned to all parts of the world
ocean where it fished before. "Fifteen ships are already on their way to
the New Zealand and Australia area", he said.

"If some countries do not sign agreements on fishing in their economic
zones, our fishermen will fish outside these areas", Nazdratenko said.

He believes it necessary to resume hunting and treating small whales
and seals. "These species are not endangered and their growing population
violates the natural ecological balance", he added.
