The seminar fee is 2800 DKK (375 EUR) including food, accommodation,

Grant support is available to cover transport and participation fee

participants from Central and Eastern Europe for a limited number of
participants and within a limited budget. The organising networks will
form a
selection committee to distribute the grants.

Conference Announcement


Dear friends,

The Organizational Committee for ISAR's Caspian Program has begun
preparations for a conference on "NGO Priorities for Financing
Environmental Protection Projects in the Caspian" planned on the end
of 2001 - beginning of 2002.

Each day, nongovernmental organizations of the Caspian basin
participate more actively in the resolution of the region's growing
environmental problems. Therefore, we believe that it is time to
begin an open dialogue between NGOs and international and national
programs and funders who are interested in financing environmental
protection projects in the Caspian.

The goals of opening dialogue are to:
· Bring together the determined priorities in the areas of
environmental protection and environmentally sustainable development
of the Caspian region;
· Develop a favorable investment climate for citizen (community)
environmental protection initiatives and projects in the Caspian
basin.

The goals of the conference are to:
· Demonstrate the opportunities for NGOs to participate in the
resolution of environmental problems of the Caspian region at the
international, national and local levels;
· Demonstrate the possibilities for environmental NGOs to participate
in democratization, the development of intersectoral cooperation and
the open distribution of information in the region;
· Develop principles and mechanisms for the integration of various
resources from international donors, government and business, as well
as local and international NGOs;
· Initiate the creation of a Caspian Donors' Forum, as a transparent
mechanism-involving the community-for the discussion of priorities,
evaluation of environmental protection programs, and the efficient
integration of resources;
· Present sample priority projects from the "portfolio" of NGOs in the
Caspian region.

Participant applications will be distributed in June 2001. NGO
participation will be determined through a competitive application
process and will be funded through ISAR's Caspian Program.

"ECOLEX-AZERBAIJAN"
environmental law center

The wordcombination "Ecolex" consists of two Latin words "eco"-nature
and "lex"-law.

Aims
Activity settings

"Ecolex-Azerbaijan" is a non-government and non-commercial
organization established under initiative of professional lawyer Samir Isayev and
Azerbaijan lawyers. 14 members out of its 18 staff are practically
experienced lawyers. Moreover, other linguists, experts on monitoring
and ecological technology, economists from different international
organizations are activating in Center.

The main aim of "Ecolex-Azerbaijan" is achieve solution of the
environmental problems in region (Caucasus and Caspian regions) and Azerbaijan,
as well as environment protection, conservation of biological diversity,
efficiently utilization of natural resources, to take an active part in the
passing national and international environmental law, advocacy support to
environmental public and to connect their efforts is achieve establishing
the Azerbaijan democratic civil society.

The main activity settings of Environmental Law Center (ELC) "Ecolex-Azerbaijan" are following:

a.. Participate in the preparation and approval decisions on
solution of Caspian environmental problem, Kura river basin and transboundary
pollution;
a.. Coordinating of public efforts for joining of to International
Convention on environment and improvement of legislation on it;
a.. Free juridical assist to environmental NGOs and right these
organizations in court, management and government organs;
a.. Provide implementation of human rights as well as protection of
environment- for living freely, equally and exhausting, receive
information on real condition of the environment, participate in the making
decision process on environment and assist to rights on receiving compensation
for damage of property and injury related with ecological violation of
rights;
a.. Inform a public on legislation of environment protection and on
this basis held workshops and conference, carry out the public-legal
expertise of environmental legislation;
a.. Prepare decision and law drafts for submitting them to society
discussion and have public influence upon legislation and executive
organs for their approval;
a.. Coordinate the public participation in the implementation of
state ecological expertise, organization the public ecological expertise.


THE PROJECTS OF "ECOLEX-AZERBAIJAN"

Carried out projects

The project on environmental and legal information of population

This Project funded by ISAR/Azerbaijan, USAID and Ecolex-Azerbaijan
had been successfully implemented from May to September 2000 and for the first
time in the country it was drawn the attention of the society through
juridical ways of the protection of the environment.

Creation of environmental legal Web site

We'd like drawing this Web site to your attention as the result of the
project funded by IREX/IATP, USAID and Ecolex-Azerbaijan and had been
successfully implemented from August to September 2000.

Translation of UN Convention on Access to Information, Public
Participation in Decision Making and Access to Justice in Environmental Matters to
Azeri, publishing and researching its conformity to national legislation

For the first time in Azerbaijan it was carried out some
propagandizing works and translation of laws by NGO as result of the project funded
by CENN (Caucasus Environmental NGO Network), USAID and Ecolex-Azerbaijan.

Public legal expertise document on Salyan oil ltd. consortium's
project "Exploration of Garadagli and Kursangi oil fields"

The government legislation analyzed from the ecological development
point of view as result of the project funded by Ecolex-Azerbaijan and had been
carried in July 2000.

Increasing the role of law for taking environmental public control
over the Oil Transnational Corporations in Caspian Region

The project funded by ISAR/CP (Caspian Program), USAID, ECOJURIS
Institute of ecological-juridical problems (Moscow), and Ecologist Union of
Bashkoristan Republic and Ecolex-Azerbaijan and started from November
2000 considered establishing Regional Coordinating Center of Lawyers that
is involving defending public interest on ecology in Baku and Caspian Sea
countries.

To be carried out projects

Establishing of Environmental Public Advocacy Center

It is considers to counsel legal advises on environmental issues to
population and NGOs, defend their rights in the administrative litigation
and court, revise the legislation, submit proposals and preparing
legal projects.

Increasing the role of international-legal mechanisms in NGOs activities.

It is considers increasing the role of international-legal in
implementing public environmental control and approving the decisions on
transboundary context for expanding Caucasus transnational cooperation's activities.

Establishing of public environmental expertise bureau

It is considers organizing public environmental expertise, analyzing
conformity of prepared policy, plan, programs, legislation and decisions to
national legislation, international standards and accepted practice.

Legal problems of environmental protection of Kura river basin

Kura river basin should have appropriate juridical security system as
one of the important environmental problem and using of natural resources in
Caucasus and Kura river basin (Kura, its branches Araz, Alazan and
etc).
This project's orientation is researching existing legal problems.

Defend the Absheron people's rights on potable water

This problem is the focus of attention of our organization and the
project considers solution this problem.

Translation of International Conventions into Azeri, their publication
and propagandize

It is considers translate International Conventions into Azeri, its
publication, analyze appropriate national legislation and held different
arrangements connected with each convention.

There is an ancient saying that the attitude of a society to animals
is an indicator of how ill or healthy that society is. It is a test of humanism.

In 1992 a group of enthusiasts founded the Azerbaijan Society for
Animal Protection ASPA. The motto of this organization was "For Peace
and All Living Beings on Earth". During the years we have had our ups
and downs. The year 2000 however, was especially successful for us.

Without any external financial support, the Azerbaijan Society for
Animal Protection organized the first exhibition of cats and founded a
club for cat lovers, "NUR" (a light). In April and May, ASPA
organized the treatment and rehabilitation of animals in the Baku zoo.
Seeing the catastrophic condition of the zoo, we developed a project
"Support to the Zoo", which was supported by the UN volunteer program.
The project was carried out from July to December. Six young men -
volunteers - looked after the animals of the zoo and in September one
more volunteer from Norway joined them. These young men and the
animals had become so attached to one another that after the project
finished some of the volunteers expressed a desire to continue to
visit the animals.

In July 2000, the Azerbaijan Society of Animal Protection began to
implement another project in cooperation with the Green Movement, the
organization "Hayadjan", the Center of Sociologists, and the
organization "ECHGRAPH". The project aimed to determine the scale and
reasons for the massive death of Caspian seals. It should be noted
that this project demonstrated how effective a joint approach to the
solution of ecological problems can be. The project was implemented
with financial support from ISAR-Azerbaijan. In September an extended
briefing was held devoted to the results of the project and was
attended by governmental and non-governmental organizations, as well
as the media. In that briefing we identified one of the reasons for
the situation the outbreak of the disease canine distemper virus. On
the 18th of September, the Caspian Environmental Program declared in
a press release that this diagnosis was fully confirmed by micro
biological research carried out by foreign experts. At the beginning
of this coming spring we intend to continue monitoring the coast in
order to determine the cause of epizootia.

In August the Azerbaijan Society of Animal Protection participated in
an international expedition studying the biological and geographical
diversity of the Shirvan and Bandovan reserves. The participants of
the expedition included citizens from the United States, Great
Britain, Nigeria and the Czech Republic. The work of the participants
was well conceived and we achieved excellent results. The expedition
was led by an international expert D. Mellon from IUCN. The
Azerbaijan Society of Animal Protection was the only NGO to
participate in the management committee on biodiversity of the
Shirvan. As a result, the Society has joined the committee comprised
of Frontera Resources, the EBRD, SOCAR, and Hess. The successful
completion of construction and rehabilitation of the canal supplying
the lake system of the reserve and the minimization of the influence
of oil extraction on the reserve are good examples of the positive
results of this cooperation. However, a number of problems still
exist, which need to be solved. Only after their solution can we
speak about a real improvement to the larger ecosystem.

Together with the delegation from the international expedition, I
participated in the conference of the European Eco-Forum of NGOs in
September and the Almaty conference of the NIS Eco-Forum held in
October last year. Since our return we have been initiating the
unification of a number of environmental NGOs under the Ecological Net
of Azerbaijan and, I must say, our efforts have been successful to
date. We have entered the year 2001 with the full understanding and
support of a number of NGOs for the formation of this Union. In my
opinion, this was a particularly significant and important occurrence
of the last year. Though we have not yet officially founded this
Union, I am sure this will happen in the near future. Ecological Net
is a voluntary union of ECO NGOs and I invite all such organizations
to join this coalition as founders.

In addition, we are also planning to implement a new project called
"Mutual Assistance" for creating new nature areas close to some
kindergartens and elderly people's homes. The goal of the program is
psychological rehabilitation of orphaned children and lonely and aged
people through communication with animals. Successful completion of
the project will establish a basis for the implementation of a similar
program in other schools of the republic and will contribute to the
rebirth of young naturalists.

Finally, we have worked out a complex program entitled, "Animals in
Town". This project aims to establish shelters for homeless animals
in the near future. It is not a secret that shooting these animals in
public is the only solution developed by the administration of the
city. In order to stop this activity, the Society, with the support
of citizens, local administration and international humanitarian
organizations, intends to establish a shelter where lost animals could
be kept until their owners or friends come. The idea of the project
is to involve school children who can not buy pets or maintain them at
home and all of the animals will receive high quality veterinary
service.

The year 2000 was extremely active for the Azerbaijan Society of
Animal Protection and we hope to continue to increase our work in the
future.
