What is the aim of the Start-Up Phase and what are we looking for in the proposals to the Start-Up Fund? The main aim of the PNPS Start-Up Fund is to assist newly established partnerships between Russian and Non-Russian organisations to get to know each other's work, assess their needs and those of their beneficiaries, and decide whether development of further co-operation is mutually appropriate. Start-Up Grants should also be used to design larger joint projects as applications to the PNPS Project Fund. 1. Applicants for each Start-Up Grant must be Non-Russian organisation, from the countries listed at the beginning of Section 1, and a Russian organisation, that have agreed to work in partnership. We will not consider applications from one organisation only. 2.The Start-Up Fund enables the Non-Russian and Russian organisations to undertake brief visits to achieve the following: ·to get acquainted (if they are not already); -to assess the demand and potential for joint work on a PNPS-funded Project; ·to work out a detailed project and application to the PNPS Project Fund. 3.All applicants to the Start-Up Fund must have the intention of submitting a detailed technical and financial project application to PNPS Project Fund as a result of the design work made possible by their Start-Up Grant. 4.Therefore applicants to the Start-Up Fund, as part of their application, should prepare a summary describing the area in which they are likely to co-operate and the aims and objectives they are intending to pursue during the course of their potential larger PNPS-funded Project. While this does not have to be a fully detailed proposal for a large project, it will allow the Board to make a judgement on whether the area of co-operation intended will be eligible and suitable for consideration as a PNPS-funded Project. 5.Applicants that have had a grant from the Start-Up Fund will have to submit a satisfactory financial and narrative report within one month of its completion, before their application for a Project Grant will be considered. 6.Applicants who are successful in their application for a Start-Up Grant should not assume that their application to the Project Fund would be successful. 3. Who can apply? We will develop our Programme into the following eight regions of Russia: Moscow, St. Petersburg, Leningrad Oblast, Nizhny Novgorod, Samara, Rostov, Kemerovo and Ekaterinburg. We expect that the applicant Russian organisations will be based in these regions and concentrate their work under their PNPS project mostly in these regions. Applications from all eight regions are equally welcome at any time. The Board will consider eligible applications from other regions on a case-by-case basis. The following organisations are eligible to be the applying partner for the PNPS Start-Up and Project Funds. Russian partner Non-Russian partner · Legal entities registered under the Laws On Public Associations and On Non-Profit Organisations which have no state or municipal bodies of power among their founders.· Trade unions may apply, provided the main aim of their project is to benefit the NGO sector in ways specified by the guidelines ·Charities and other voluntary organisations· Academic/research institutions· Non-profit Media organisations· Consultancy firms working on voluntary sector issuesThe Non-Russian partner must be legally registered in its own country and have charitable aims and objectives to receive payment. 4. What can we fund? The total amount of the award can not exceed ?5,000. The Start-Up Fund can support the following types of expenditure: 1.Travel expenses for needs assessment and design trips to the country of a Non-Russian partner organisation for two representatives of the Russian partner organisation and/or to Russia for two representatives of the Non-Russian partner organisation, including air and railway fares, subsistence and accommodation. 2. Visa costs (UK visas for Russian participants are free of charge). 3.Travel insurance. 4.Communication costs (postage, e-mail service, telephone/fax). 5.Purchase of specialised literature, if relevant. 6.Translation and interpretation costs. Please refer to the Notes on Budget Preparation below for limits on rates for subsistence and accommodation. 5. Conditions of Grant awards 1)Grants under the Start-Up Fund will be awarded up to a maximum of ?5,000. The Board will look in particular for evidence of a long term approach: therefore the applicants should demonstrate: ·a strong commitment to explore and design their future PNPS Project, and ·a clear approach to this future proposal. 2)Normally the duration of a Start-Up Grant should not exceed three months. The report must be submitted within a month of completion of the grant. 3)Due to a large number of applications we will not give any additional explanations in the event that the Board decides to refuse funding. 4)Applicants will be notified in writing about the results and decisions of the Board. 5)We do not accept more than one application from each organisation at a time. 6)Applicants are advised not to incur expenditure prior to grant approval, as no retrospective funding will be granted. 7)The beginning of your Start-Up Grant should be set no earlier that 8 weeks after the date of submission (see schedule of application deadlines on page 8). Section 2: Preparing your application Please read the following guidelines carefully when preparing your application. How decisions are made: the PNPS Board Every eligible Project Application is assessed by the Partnerships in the Non-Profit Sector Board, which is made up of representatives of DFID and external advisors. The Board's decisions are final and not open to negotiation or lobbying. 2. Assessment criteria for Applications The Board assesses projects against a range of criteria. In answering sections I-V of the application form, all applicants must bear the following points in mind: 1. Applicants should be clear about the idea and approach to their future PNPS Project, and how the Start-Up Grant will help them prepare their PNPS Project application. 2. The application should contain a description of the group or type of NGOs, which will benefit from your future PNPS Project. We expect this at least to be a well-defined target group of NGOs with some assessment of their needs provided. 3. We strongly advise the applicants to plan meetings with other organisations as well as their project partners during their visits to get a broader view on the sector in the country and approaches to the problem their PNPS Project will address. 4. Applicants should demonstrate an awareness of the importance of developing NGOs in a way which allows them to operate free from the undue influence of State, business, etc. 3. Steps of preparing your application 1. Once you have a partner and have identified your project ideas, you may wish to contact us in writing or by phone to check that your ideas and organisations are eligible and that you have the most up-to-date application form and guidelines. Applicants to the Start-Up Fund will not be given priority in scheduling meetings with the Programme Managers. 2. We welcome submission of applications both in a computer version (on a floppy disk and/or on e-mail) and in hardcopy. The application form can be obtained: · from our web-site · by requesting it from us by e-mail or on disk, if necessary (contact pnps@caf.charitynet.org or pnps@cafrussia.ru). 3.Hard copies of applications must not be spiral-bound. Pages must be numbered. 4. Make sure you provide the additional information, as listed below: a) Application form with all the sections completed by both partners in English and Russian; b) Letters of intent from both partners to submit a Project proposal after the completion of the Start-Up Grant; c) CVs of the project staff in either Russian or English (not both); d) Charter of Russian organisation; e) Certificate of registration of Russian organisation; f) Annual report of Non-Russian organisation, including mission statement and accounts; 4. Notes on budget preparation The Start-Up Fund can cover only expenditure for activities, that are a direct part of the Start-Up Phase for which funding is requested: salaries and other more permanent costs of the organisation cannot be covered. Applications should contain a detailed breakdown of proposed expenditure, on the budget form in section IV of the form. They should submit two budgets in pounds: one for expenditure incurred by the Russia partner and one for expenditure incurred by the Non-Russian partner. This is because payments against those budgets will be made separately, to the Russian organisation in roubles and to the Non-Russian organisation in pounds. Applicants should indicate the national currency/pound exchange rate used at the time of preparing the budget. No changes can be made to a budget on either side once it is approved. Unspent funds are to be returned to either the CAF London or the CAF Russia office together with the Start-Up Grant Report. The following notes apply to specific budget items: 1. Travel Costs Please submit actual costing for international travel to visit the partner country. We expect all applicants to arrange their air travel by the cheapest means possible. If for any reason you cannot take advantage of cheap flight availability, you should specify your reasons. Please indicate destinations and individuals travelling in the budget: this will make clearer the relationship between expenditure and activities outlined in your answer to question 2 section II of the application form. Please note that the Development Section of the British Embassy in Moscow and the British Consulates in St. Petersburg and Ekaterinburg provide visas free of charge to Russian participants travelling to the UK on PNPS-funded projects. You are required to include in your budget an allocation for medical insurance for all project participants travelling abroad. This should be done on the basis of a quotation from an insurance agent. 2. Subsistence The PNPS Board has set a standard limit for subsistence rates, which applies to both partners away from home. These rates are to cover meals and local travel within a location. In the application budget applicants should indicate the location for which subsistence is required, and use the limit of 27 pounds per day. We advise that the subsistence for Russian participants travelling to the country of a Non-Russian partner should be included in the Non-Russian-partner's budget, in order to avoid double conversion. 3. Hotel Rates Our policy is to set a standard limit for hotel rates in Russia and the partner countries: Place Russian participants Non-Russian participants London ё80 ё80 Rest of UK, Central and Eastern European Countries, Baltic, NIS ё50 ё50 Moscow ё50 ё80 Rest of Russia ё40 ё60 We advise that hotel costs for Russian participants travelling to the country of the Non-Russian partner should be included in the Non-Russian partner's budget, in order to avoid double conversion. 4. Hospitality Hospitality is recognised as an important part of visits in both directions, but we cannot fund receptions or other such events. 5. Timetable of applications process The timetable for consideration of your application, if it is eligible, is as follows: Week 1: Deadline The applications should be submitted complete either to CAF Russia or CAF UK. If the application is not submitted complete with all the accompanying documents by 17.00 hours on the day of the deadline then it will be deferred for consideration in the following quarter. Applications that are not complete or are filled out incorrectly will not be considered. Weeks 2-3: The PNPS Programme Managers prepare your documents and submit them to the PNPS Board for approval. Week 4: Decision on Funding Made Applicants will be contacted by letter within one week of the decision date. Please note that results will not be given out by telephone. Week 5: Details of payments, procedures, grant conditions and documents for signing are exchanged between CAF and the grant recipient to confirm the award of the grant. First payment to both partners will be made, provided there are no complications with the above procedures. 6.
