ISAR-CA announces the second phase of two-year grant program "Periferia". The international organization ISAR-Central Asia continues a two-year program to support non-governmental organizations (NGOs) and initiative groups from more remote areas of the Central Asian Republics. The Program aims to improve the environment in regions of Central Asia through empowering NGOs working on issues of environmental protection and the connection between environmental conditions and human health, as well as to assist NGOs in becoming more active players in building civil society in Central Asia. The Periferia Program is financed by the United States Agency for International Development (USAID). The Program particularly targets organizations in more remote areas of the countries, and therefore NGOs from Almaty, Ashgabad, Bishkek, Dushanbe and Tashkent are ineligible to receive grants through this Program. Grants of up $3,000 will be made to NGOs for carrying out projects to improve the environmental situation in the region and the development of a non-governmental movement in the countries of Central Asia. In the second year of the program there will be three grant rounds. Projects eligible for funding under this program may address various aspects of environmental protection, and could be oriented toward: - Encouraging public participation in addressing environmental and health problems; - Increasing the role of local communities in the making of decisions that concern the environment and human health; - Strengthening non-governmental organizations working on environmental issues, particularly in the more remote regions of Central Asia. Grant applications will be reviewed by an independent Expert Board that includes NGO representatives from each of the countries involved in the Program. ISAR-Central Asia coordinates the Program and invites NGOs and initiative groups to participate in it. The deadlines for three next rounds are: April 6, 2001 - the first round; July 6, 2001 - the second round; October 5, 2001 - the third round. Discretionary grants program. The international organization ISAR-Central Asia continues the Discretionary Grants Program as part of the "Periferia" Program, which aims to strengthen the NGO movement and the development of civil society in the remote areas of Central Asia through supporting environmental organizations and initiative groups working in the areas of environmental protection and environmental influence on human health. The Periferia Program is financed by the United States Agency for International Development (USAID). ISAR-Central Asia coordinates this Program. Through the discretionary grants program, funding will be provided to NGOs and initiative groups in the countries of Central Asia. The discretionary grants program is intended to assist with initiatives for environmental protection and associated human health issues, by providing funding for: - Conducting various environmental actions with the participation of the local population, directed toward improving the environmental situation in local communities and attracting public attention to environmental problems. When considering projects that are coming from the major cities of Central Asia, priority will be given to those projects that support the goals of the Periferia Program by involving organizations from more remote areas these countries. - Transportation costs for attending seminars, conferences, etc. on the environmental issues and/or the development of public environmental movement in the countries of Central Asia; - Urgent postal expenses (sending letters, printed materials, express mail); - Electronic mail usage (for a period of no longer than six months) with detailed grounds; The discretionary grants program will provide funding of up to $ 500. Applications for funding for expenses covered in points 2-4 above will be considered by ISAR-Central Asia staff. Press Release on the seminar "Beyond Oil and Gas in the Caspian: The Role of NGOs in Finding Sustainable Solutions to Economic Development and Environmental Protection." Representatives of nongovernmental organizations (NGOs) from around the Caspian Basin (Azerbaijan, Georgia, Iran, Kazakhstan, Russia and Turkmenistan) gathered in Astrakhan, Russia on January 26-30, 2001 to participate in an ISAR-sponsored seminar "Beyond Oil and Gas in the Caspian: The Role of NGOs in Finding Sustainable Solutions to Economic Development and Environmental Protection." The purpose of the seminar was to prepare NGO representatives from the region to participate in the organization, promotion and implementation of projects that are based on the use of renewable natural resources (henceforth "alternative projects"). Such projects can prevent large-scale economic development that is dependent upon activities damaging to the Caspian ecosystem. The seminar was undertaken to promote the global principles of sustainable development in the Caspian region - "development that meets the needs of the present, without compromising the ability of future generations to meet their own needs." (UN Conference on Environment and Development, Rio de Janeiro, 1992). During the seminar, participants exchanged information on the environmental safety of various economic activities in the Caspian countries and discussed possible roles for NGOs in the development of future alternative projects. The seminar included training on basic methods for evaluating the economic effectiveness of alternative development activities, as well as training on how to work with local government, media and investors. NGO representatives from other regions (Russia's Black Sea coast and the Baikal area) shared their experiences developing and participating in alternative projects. In addition, representatives from the Astrakhan Oblast government and business communities, transnational corporations and various international development agencies were invited to discuss alternative development ideas with the Caspian NGO community. One of the results of the seminar is the development of a new international program "Alternatives for the Caspian." Grants of the European Commission in the RK on the EU Program "European Initiative on Democracy and Human Rights". The European Commission in the RK announces the start of the 2001 project competition under the EU Program "The European Initiative on Democracy and Human Rights". The program is financed from budget funds of the EU, given for supporting human rights, democracy and prevention of conflict in countries outside the European Union. In 1977 the European Parliament voted for budget funds in this field for the first time. Since that period, the EU has paid great attention to working with civil society in sphere of reinforcing of democracy where the non-governmental sector is a basic driving force. The EC has determined the following priority themes for project competition in CIS countries: - Supporting of educational projects in the field of human rights; - Advancement and protection of freedom of thought, word and conscience, and the right to speak in one's native language; - Initiatives, directed at revocation of the death penalty; - Activity on advancement and strengthening of the supremacy of law, judicial independence and humanity of prison systems; - Advancement of pluralism at a political level and at the level of civil society through strengthening of institutes and organizations, and supporting of independent mass media and freedom of press; - Supporting of governance through the introduction of record keeping in administration and prevention of bribery and corruption. To participate in the competition, applicants should meet the following requirements: - Be non-governmental organizations, structures working in private or public sectors or in local administration; - Be non-profit organization, except for mass media organizations, which while being on the whole profitable organizations, can nevertheless participate in the competition for aspects of activity, which are not profit seeking; - Have representatives in EU countries or in countries where the project is to be executed; - Be directly responsible for project preparation and implementation, rather than acting as an intermediary. The total budget given for the project competition for countries outside EU is 38 million EURO. The minimum grant per project will be 300 000 EURO. The contribution of EU should not exceed 80 % of the sum allowed under the project's expenditures. The deadline for applications is March 19, 2001, 16:00 Brussels time. Small Projects Program of the Royal Netherlands Embassy. The Royal Netherlands Embassy has strictly limited funds available to render financial support for the realization of small projects aimed at providing direct assistance to NGOs of Kazakhstan, Kyrgyzstan, and Tajikistan. On completion of the grant, the project should be completely realized and, it is hoped, will be financially self-sustainable that is the rendered financial assistance should be seen as a starter fee for the beginning of a long-term project. The assistance can be rendered to non-commercial organizations proposing the projects allowing for the establishment extra job places and for improvement in the standard of living of the most vulnerable sections of the population. Financing of the projects also is possible in the field of culture, environmental protection and public health services. Project proposals are accepted both in English and Russian languages. The single action projects (seminars, conferences, symposiums, exhibitions etc.), and treatment of individual illness will not be supported by the program. On completion of the project, the organization should be able independently to cover all current expenses. The organization should make its own contribution to realization of the project much as man power, own facilities, resource base etc.; the requested sum should not exceed 15 thousand Dutch guilders (that is approximately 7500US). Funding and Partnership in NIS from the UK. We are glad to present a new funding opportunity for organizations from Central and Eastern Europe, countries of CIS and Baltics. The funding is provided by the British Government's Department for International Development through Charities Aid Foundation. The program is called Partnerships in the Non-Profit Sector and was previously focused only on partnership projects run together by Russian and British organizations. From 2001 the program will be open for partnerships between organizations from CEE, NIS and Baltics wishing to work with their Russian colleagues. We consider this step of the British Government as recognition of the growing capacity and strength of the NGO sector in these countries and of their leading role in the sectoral development in the region. We hope that this program will become a tool for developing the geographical scope of your organizations' work and provide an opportunity for sharing the experience and best practice throughout the region. Partnerships in the Non-Profit Sector Updated Guidelines ******************************************************** The Partnerships in the Non-Profit Sector (PNPS) scheme, which funds initiatives to strengthen the non-governmental, non-profit sector in Russia has recently widened its eligibility criteria. Whereas before only British and Russian NGOs were eligible to apply for funding now organizations in countries of Eastern and Central Europe, the Baltic States and the NIS can apply to work in partnership with a Russian NGO. WHAT DOES PNPS FUND? 1. Grants are awarded up to a maximum of ?50,000 for equal working partnerships between non-governmental, non-profit organizations in Russia and a variety of organizations in Britain, Central and Eastern Europe, the Baltic States and the NIS. 2. These will be funded to transfer expertise to enhance co-operation between Russian organizations, and to improve the legislative context and their operational environment; and to improve their services and organizational skills. 3. Each project we fund will support not only individual NGOs in their own work, but will have a wider benefit for the broader NGO sector as its main aim. 4. Core funding will not be provided by the scheme. 5. The purpose of all projects should be charitable, non-profit-making, and not aimed at the achievement of any political or religious objectives. PNPS has also launched a Start-up Fund: Grants of up to ?5,000 will be awarded to help develop partnerships and to fund the design and preparation of full project submissions. Eligibility is the same as above. WHERE IN RUSSIA? The program covers the following eight regions of Russia: Moscow, St. Petersburg, Leningrad Oblast, Nizhny Novgorod, Samara, Rostov, Kemerovo and Sverdlovsk. The Organizational Committee of the Third Russian Scientific and Practical Conference "Youth and Ecology - XXI century" announces that the Conference will be held late March in Kazan. Training Center "Golubka" announces the following seminars: Training for trainers (basic level), February 26 - March 1, 2001 (to be registered by February 18). The aim of this seminar is to introduce to the participants principles of developing and planning as well as methodology of conducting interactive seminars. The training will be useful for both trainers-beginners and experienced trainers who are not familiar with training technique, practice and methodology of "Golubka". Training for trainers (advanced level), March 27-30, 2001 (to be registered by March 18). The seminar will help the participants to improve as trainers, to analyze the limits and growth in training work, to explore deeper aspects of trainer work such as group development, situational design, work with emotions and difficult participants etc. The seminar is addressed to trainers experienced in conducting own trainings. Evaluation of projects and programs is on April 23-26, 2001 (registration by April 22). During the seminar, participants will become acquainted with basic principles and tools of program evaluation. The seminar is addressed to managers of non-commercial projects and as well as to those who want to learn how to evaluate the quality of different programs, how to learn to choose successful programs, how to find the reasons for a project failing.
