SOROS FOUNDATION IN KAZAKHSTAN announces The TRAVEL GRANTS Program for 2001 General Information This program of Soros Foundation finances travel expenses for participants of international seminars, conferences, exhibitions, and competitions, taking place outside. Program goal Support for organizations and citizens of the Republic of Kazakhstan, which do not have funds to develop the professional collaboration in spheres promoting creation of an Open Society. The program accepts requests for financing in the following spheres: The humanities, culture, law, reforms in social sector, reforms in the system of public health. The program does not finance: participation in the sphere of natural sciences, medicine, sport, tourism, business, participation in research efforts, work trips, trips on private invitations, trips of public officials. Only travel expenses are financed: all other expenses, such as accommodation, meal, organization fee, visas, international medical insurance etc. are incurred by organizers, other sponsors or grantee. Preference in the awarding of grants will be given to applicants, whose accommodation expenditures are paid by the organizers. The Foundation gives no more than one grant in one year to any grantee. A year period is calculated from the date of report on the last trip, provided by grantee. The Foundation will finance no more than one person per organization for per event and no more than three people from Kazakhstan. At the competitive selection (if there are more than three requests), with other things being equal, preference will be given to applicants living and working outside Almaty. Application procedures The application should be sent no later than 30 days before the beginning of the event. Incomplete applications are not accepted and not considered. The application form includes the following documents: 1. Justification for the participation and CV; 2. An official invitation in the name of grantee; 3. An official program of the event; 4. Confirmation of knowledge of working language of the event or interpreting availability. 5. Confirmation on implementation of the previous Contract in the form of an announcement in Mass Media and giving information on his/her trip (for applicants who request a travel grant for the second time). In addition to the mentioned documents, in some cases, the Foundation can require the additional information on grantee (applicant). Applications should be sent to the mentioned address (directly, by post/fax) only in printed form in English or Russian. An official invitation and other documents in languages other than English or Russian should be accompanied by a notarized translation. The Foundation Board of Experts considers accepted applications twice per month. In the case of financial denial the Foundation does not give any explanations. In the positive case the Foundation will itself organize provision of tickets. To purchase tickets the Foundation should be provided with a copy of passport of grantee including exit and entry visas and with the International Medical Insurance for the period of travel. Tickets are given personally to the grantee after insurance signing the Contract. Under no circumstance, do these rules allow exception. Forms of documents А. THE REGIONAL ENVINRONMENTAL CENTER in Budapest Announces the grant competition to increase collaboration among NGOs The maximum amount of grant is 25, 000 euro, the total fund is 200, 000 euro. NGOs can apply from the following countries: Albania, Armenia, Azerbaijan, Belarus, Bosnia-Herzegovina, Bulgaria, Croatia, the Czech Republic, Estonia, Georgia, Hungary, Macedonia, Moldova, Latvia, Lithuania, Poland, Romania, Russia, Slovakia, Slovenia, the Federative Republic of Yugoslavia and Ukraine. Applications will be accepted for projects for one year in which NGOs at least from two countries can participate. The cooperative projects of NGOs from the region of the NIS, Central and Eastern Europe and Denmark are especially welcome. The projects should be devoted to solving trans-boundary and inter-regional problems. Trans-boundary projects can have concrete geographical connections like a common river basin or boundary reserved territory, or be of common interest for cooperating NGOs, as for instance climate change problem, extinction of rare species, global air pollution, as a result of transport increase, wasteful consumption of fuel resources etc. Inter-regional projects differ a little from trans-boundary projects and can be connected with the general problems of transition to sustainable development, privatization, public awareness, environmental education, legislation etc. Organizations, applying for a grant, should have: experience in environmental project management, at least one staff member who can speak English, access to office equipment (phone, computer, fax, modem etc.). They should prove their interest in solving the problem and establish collaboration with the same organizations in other countries, as well as with local civil society. Program phases: 1. PARTNER SEARCH/COLLABORATION ESTABLISHMENT AMONG NGOs (December 2000 - January 31, 2001) During this period NGOs search for partners. It can be done through personal contacts, databases (reference books of the Regional Environmental Centers for instance), offices of National RECs, as well as via the special service for partnership, created in REC in Budapest. You can apply to REC (Budapest) to get the special inquiry on partner searching. (This form is attached below). 2. PREPARATION OF THE PROJECT CONCEPT (before January 31, 2001) To prepare the concept it is necessary to complete special applications or to answer the following questions: + description of the problem; + action plan to solve the problem; + budget. If you did not get any grants from the REC earlier, you should provide a certificate of the registration. In case it is necessary to organize a meeting with NGO representatives from different countries, the program can finance up to 600 euro for these purposes. The necessity of these costs should be justified in the concept. A copy of the project concept should be sent to the REC Headquarter in Szentendre and to the REC office in your country as well.
