NEW WEB SITE AND CONFERENCE
EXPAND INTERNATIONAL TRADE OPPORTUNITIES
FOR THE U.S. ENVIRONMENTAL INDUSTRY

The Interagency Environmental Technology Office (IETO), part of the
White House's Council on Environmental Quality, in conjunction with
several U.S. government agencies, is launching several new services
designed to strengthen U.S.-European environmental partnerships. Two of
IETO's new programs include the Web site www.et3m.net, a repository for
firms to post their interests and find partners, and an event, the
U.S.-European Partnering Event for Environmental Technologies, from
November 29-December 1, 2000 in Amsterdam.

The Web site, www.ET3M.net, attracts American and Western, Central and
Eastern European and NIS companies and organizations interested in
collaborating on environmental technology projects and business
ventures. At this free Web site, participants post their company
profile, search for and pre-qualify potential partners, access key
information, find resources, and explore joint projects and
opportunities. The Web site is a permanent, free service that will
support ongoing U.S.-European cooperation for joint research and
development, commercialization, and global deployment of advanced
environmental technologies.

Companies and organizations that have posted their profiles online and
wish to meet "face-to-face" can attend the U.S.- European Partnering
Event for Environmental Technologies. The event takes place November
29-December 1, 2000 in Amsterdam. Participants may register for the
event on-line at www.et3m.net. The cost to attend the conference is only
$145 and includes full participation in all scheduled sessions as well
as some meals.

The first two days of the partnering event include presentations on
environmental technology trade opportunities and applied R&D programs
and initiatives. Other benefits include introductory presentations by
all companies to conference attendees; one-on-one partnering meetings
between potential partners; and an "Information Fair" and breakout
sessions covering topics such as environmental business markets, public
and private information resources, international assistance programs,
financing, and legal and regulatory frameworks. On the third (optional)
day of the event, participants may choose to attend either of one of two
1/2 day technical sessions: 1) Transfer of Environmental Technologies
into Central and Eastern Europe and the New Independent States through
the U.S. Agency for International Development's (USAID) Ecolinks Program
or 2) Technology Opportunities for Water and Wastewater Management and
Treatment Systems in the Middle East. The third day also includes tours
of local environmental companies and research facilities.

A company's ability to forge business alliances has become a necessary
survival strategy in today's global economy. With Europe being the
U.S.'s largest export market for environmental technologies (expected
value of $176 billion by the year 2005 ), U.S. companies must sharpen
their partnership-developing skills so that they can produce the precise
package of goods and services that meet each client's specific
requirements for economic and environmental performance. This new Web
site and its accompanying partnering event will be monumental resources
for U.S. environmental companies.

The event's principal organizer in the Netherlands is the Dutch Ministry
of Economic Affairs. The Web site and partnering event are sponsored by
Ecolinks , a dynamic USAID program which seeks practical, market-based
solutions to industrial and urban environmental problems in Central and
Eastern Europe and the New Independent States and the Trans-Atlantic
Small Business Initiative (TASBI), a joint policy commitment of the
United States and the European Union to promote business partnerships
between U.S. and European businesses. U.S. government agencies
supporting the event include the U.S. Department of Commerce, the Small
Business Administration, and the Environmental Protection Agency.

COADY INTERNATIONAL INSTITUTE

Managing NGO Resource Centres. 14 May - 1 June 2001.

Development organizations around the world recognize the power of
information to raise awareness and mobilize action for social change.
They also recognize the need to develop their own capacity to access,
organize and use information effectively. They need methods that are
both locally appropriate and globally connected.

The Certificate in Managing NGO Resource Centres will provide
participants with the opportunity to gain or improve skills in managing
information, as well as to analyse the dynamics of indigenous knowledge,
appropriate media, information sharing and networking. During the
program participants will develop an action plan for their resource
centre's contribution to the community-based development, information
and education strategies of their organization.

This unique three-week program is intended for those actively working
in, or planning to establish, a resource centre. The workshop format
will emphasize the active exchange of ideas among participants within a
collaborative learning environment. Participants will also have access
to excellent information technology facilities. Registration will be
limited to 25 participants.

NATIONAL CENTER FOR NONPROFIT BOARDS (NCNB)

4th International Fellowship in Nonprofit Governance. 6-21 November
2000.

This is a two-week experience developed to provide trainers with an
intensive exposure to issues surrounding the work of nonprofit boards of
directors. The Fellowship is a capacity-building program created to
build a cadre of board development professionals who can facilitate the
strengthening of boards of directors in various regions of the world.
Since 1997, 34 representatives from 13 countries have participated in
this rigorous program. Participants will become trainers and advocates
for good governance practice within their countries or regions, and take
the lead in developing worldwide governance programs in collaboration
with NCNB. The program combines a set of scheduled training and
awareness-raising activities, along with personal learning plans
developed by the individual Fellows. Enrolment will be capped at 16
participants, so please register as soon as possible to ensure
participation.

TRANSCEND

Conflict Transformation and Reconstruction.

Conflict Transformation and Reconstruction is a self-paced, advanced
professional certificate program designed to develop and enhance
participants' skills for careers in a variety of international
organisations. The program is open to international civil servants,
specialists with relevant experience, and staff of international
organizations and NGOs. Maximum opportunities are afforded participants
to reflect on their daily practice individually and in small groups, as
they explore practical means of integrating their new awareness into
their work.

Upon completion of this intensive program, participants will have an
overview of the interrelated aspects of conflict resolution, human
rights, and development, providing the broad skills base needed to
function independently as well as in a team or organisation. Important:
Participation in the full 24-week certificate program is not a
requirement. Applicants may choose to participate in as few or as many
courses they feel would be useful.

UNITED NATIONS ENVIRONMENT AND DEVELOPMENT FORUM

The United Nations Environment and Development Forum has a new free
monthly newsletter, Network 2002. This multi-stakeholder publication is
being produced in preparation for Earth Summit 2002 - the 10 year review
of the first Summit in Rio in 1992.

The 2002 Summit will address and set the Sustainable Development agenda
for the 21st Century, covering a wide range of Environment, Development
and Economic issues. Network 2002 will monitor progress and engage all
groups, processes and issues over the next 2 years in the run up to the
Summit and beyond. Network 2002 is circulated free each month by email

H. SCHOLARLY SUPPORT AND AWARDS

JOHNS HOPKINS INSTITUTE

The Johns Hopkins Institute for Policy Studies, Center for Civil Society
Studies is pleased to announce a call for applications for the
International Fellows in Philanthropy Program for the 2000-2001 academic
year. This program based in Baltimore, Maryland, USA, affords an
opportunity for advances study, research, and training for up to eight
participants each year who are involved in studying or managing private
nonprofit, or philanthropic organizations outside of the United States,
or working as NGO liaisons in the public or commercial sectors.
Fellowships, which can be an academic year or semester, are available at
both the Junior and Senior level.

Eligibility: We are soliciting candidates who: 1) have demonstrated a
high degree of interest, experience, and professional competence in
research, management, or general leadership related to the voluntary,
non-governmental, nonprofit, or philanthropic sector; or 2) nonprofit
liaison officers established by governments and multinational
organizations who play a role in linking with nonprofit organizations
through project partnerships, legal reform initiatives, and a variety of
other activities.

Candidates are expected to have attained a university diploma equivalent
to the American Bachelors of Arts or Science degree and be capable of
carrying out independent research and inquiry. A high degree of English
fluency is required as demonstrated by a score of 600 or higher on the
TOEFL exam.

There are no restrictions as to nationality (except that US citizens are
excluded from eligibility). Fellows are required to attend the annual
International Fellows in Philanthropy Conference prior to their
fellowship year and are strongly encouraged to participate in subsequent
annual conferences.

UNIVERISTY OF TORONTO

University of Toronto's Faculty of Law offers two graduate fellowships
for students from Africa, Latin America, the Caribbean, Asia or possibly
Central or Eastern Europe. The scholarships are designed to permit those
who currently hold a law degree or equivalent qualifications to pursue
Master of Laws (LLM) or Doctor of Juridical Science (SJD) degrees within
the faculty. A Graduate Fellowship in Women's Rights would enable a
candidate to explore the legal protection and promotion of women's human
rights at national, regional or international levels. The second
scholarship, the Graduate Fellowship in Reproductive Health Law,
provides an opportunity to specifically research the legal and ethical
issues in reproductive and sexual health.

The value of each scholarship is approximately US$20,000 with an
additional stipend available in conjunction with the Graduate Fellowship
in Reproductive Health Law. Deadline for applications for both
fellowships is 1 February of each year.
